Côte d'Ivoire : Séka Séka, le bras armé de
Simone Gbagbo, inculpé d'assassinat

(14/09/2012) : Le commandant Anselme Séka, garde du corps de l'ancienne
Première dame ivoirienne Simone Gbagbo, a été inculpé jeudi 13 septembre
d'assassinat, selon des sources judiciaires. Les faits qui lui sont reprochés,
ont été commis pendant la crise postélectorale de 2010-2011. Selon le procureur
militaire Ange Kessi, un juge d'instruction militaire a entendu Anselme Séka le
13 septembre.
Le garde du corps de l'ancienne Première dame ivoirienne Simone Gbagbo,
a été inculpé d'assassinat, de détournement et d'appartenance à une bande de
malfaiteurs. Des crimes commis pendant la crise postélectorale de 2010-2011 qui
a ensanglanté le pays.

sous le nom de Séka Séka, Anselme Séka était au moment des faits officier de
gendarmerie et responsable de la sécurité rapprochée de

Une enquête a par ailleurs été ouverte sur la mort du  général Robert Gueï dans
laquelle Séka Séka apparaît comme le principal suspect. « Nous ouvrons une
enquête sur la mort du général Gueï après avoir reçu une plainte des ayants
droit et de la famille (...). Nous avons demandé le transfert du principal
suspect, le commandant Séka Anselme », a déclaré Ange Kessi le 13 septembre à la
Radio télévision ivoirienne (RTI). Il a cependant précisé que l'ancien garde du
corps n'avait pas été inculpé dans cette enquête.

 

 

Ghana court postpones extradition case for Gbagbo

- A court in Ghana on Thursday postponed a case to extradite the spokesman of
Ivory Coast's former president Laurent Gbagbo until September 25 because of
delays in translating French documents. Prosecutors are seeking to extradite
Justin Kone Katinan to Ivory Coast following his August 24 arrest in Ghana,
where he and thousands of other Gbagbo loyalists fled after the fall of his
regime in April 2011. "Unfortunately, the (documents) to be expected from (Ivory
Coast) got to us just yesterday and the translation is still being done, so we
are asking for an adjournment," state prosecutor Yvonne Oboubisa told the court.
The content of the documents was not specified.

Magistrates court judge Aboagye Tandoh granted the
delay, calling English translations of the documents "necessary requirements",
and scheduled a subsequent hearing for September 25, while again denying Katinan
bail.

Katinan is wanted in Ivory Coast for alleged economic
crimes as budget minister during a violent crisis that followed Gbagbo's refusal
to cede power to rival Alassane Ouattara after losing an election to him in
November 2010. Katinan's lawyers argue that he cannot be extradited because he
holds refugee status in Ghana. They have also tried to establish that his
detention in Ghana is unlawful, as he faces no charges here, but a high court
has rejected those pleas. [...]

 

 

Côte
d'Ivoire : Le financement du programme agricole acquis à plus de 101%

- Les financements effectifs et
les promesses de financement du Programme national d'investissement agricole
(PNIA) se chiffrent à 2.040 milliards de franc CFA contre 2.002 milliards
attendu, soit 101,9%, a annoncé jeudi le ministre ivoirien de l'Agriculture,
Mamadou Sangafowa Coulibaly, au terme de la table ronde de mobilisation de fonds
ouverte mercredi à Abidjan.

Sur le
montant global de 2 040,5 milliards de franc CFA, les " investissements acquis
et en cours d'exécution" sont de 159,475 milliards de franc CFA, les
"investissements acquis et programmé pour 2013" de 261,54 milliards de franc et
les "intentions d'investissement" de 1 619,49 milliards, a précisé le ministre
de l'Agriculture. Le total des "intentions d'investissement" se répartit en 1
200 milliards de franc CFA pour le secteur privé direct et 418,9 milliards pour
les partenaires techniques financiers dont la Banque mondiale, la Banque
africaine de développement (Bad), la Banque ouest africaine de développement
(BOAD), l'Union européenne (UE) et la Banque islamique de développement (BID).

Le
ministre de l'Intérieur, Hamed Bakayoko, présidant la cérémonie de clôture de la
table ronde, a espéré que "ces intentions seront très vite transformées en
actions sur le terrain ". "Le gouvernement, pour sa part, tient à jouer
pleinement son rôle régalien en créant l'environnement propice à
l'investissement afin de permettre à chaque acteur de mener à bien ses
activités", a-t-il indiqué.

Le
financement acquis devrait permettre de relancer l'agriculture ivoirienne à
travers le PNIA qui vise une croissance agricole de 8,9% pour assurer la
sécurité alimentaire et une réduction de la pauvreté de 50% à 16% d'ici
l'horizon 2020. Le programme élaboré en juillet 2010 court sur les cinq ans à
venir. Il porte sur l'amélioration de la productivité et de la compétitivité des
productions agricoles, le développement des filières, la gestion durable des
ressources halieutiques, le développement des ressources forestières, le
renforcement des capacités des parties prenantes au développement agricole et à
l'amélioration de la gouvernance du secteur agricole.

 

 

Côte d'Ivoire : 6 journaux pro-Gbagbo
suspendus de publication

Les journaux pro-Laurent Gbagbo ont du souci à se faire. Le
Conseil national de la presse (CNP) a suspendu ce mercredi six journaux
partisans de l'ancien président ivoirien, détenu actuellement par la Cour Pénale
internationale (CPI). Ces quotidiens sont : Le Temps, Aujourd'hui,
Le Nouveau Courrier, Lg Info, Le Quotidien d'Abidjan et
L'Alternative, nous apprend Abidjan.net. Pendant une à deux semaines,
ils sont interdits de publication. L'objet du délit : « Tous ces journaux sont
suspendus pour avoir publié en quatrième de couverture des photographies
représentant Laurent Gbagbo et ses proches emprisonnés, assorties de légendes
mentionnant les postes de ministres occupées par certaines de ces personnalités
pendant la crise postélectorale de décembre 2010-avril 2011 (3 000 morts) »,
indique le site d'information ivoirien. Depuis l'arrivée au pouvoir d'Alassane
Ouattara, les pro-Gbagbo dénoncent la vague d'arrestations qui frappent la garde
rapprochée de l'ex-chef d'Etat de la Côte d'Ivoire, qu'ils baptisent « justice
des vainqueurs ». Après un an de crise post-électorale, le pays est encore et
toujours en proie à l'insécurité qui sévit dans l'Ouest, notamment à Duékoué où
des massacres font rage.

 

 

Minister Calls for Pooling of Resources to Beat
Organized Crimes in West Africa

- Abidjan - Cote d'Ivoire's Interior Minister Honourable Hamed Bakayoko has
called for the pooling of resources by ECOWAS Member States and closer
cooperation by their security agencies to defeat the rising wave of organized
criminal activities threatening security of the region.

Opening the 13th Annual General Assembly of the West
Africa Police Chiefs Committee (WAPCCO) in Abidjan on Thursday 13th September
2012, the Minister explained that combating organized crime had become more
complex given the sophistication and new forms of criminality. He blamed the
phenomena on poverty and various conflicts afflicting the region, resulting in
the proliferation of small arms and light weapons exacerbated by the porous
borders of Member States. The Minister commended ECOWAS and INTERPOL, noting
that their efforts and contributions have continued to facilitate the
strengthening of cooperation among police and other law enforcement agencies
towards making the region safe and secure.

Speaking on behalf of the President of the ECOWAS
Commission, the Commissioner for Political Affairs, Peace and Security Mrs.
Salamatu Hussaini Suleiman, said the meeting was taking place against the
backdrop of significant developments in Africa, particularly within the ECOWAS
region, citing the rebellion in Northern Mali and the disruption of democratic
process in Guinea-Bissau, as key examples. She noted however, that ECOWAS and
the International Community have demonstrated their unflinching resolve to
restore political order and stability in both countries.

Commissioner Suleiman also informed the police chiefs
that the ECOWAS Commission was developing a Counter-Terrorism Strategy and
Action Plan, and the Political Declaration against Terrorism for adoption by the
Council of Ministers. Similarly, she said the Commission has started the
development of an ECOWAS Integrated Maritime Strategy to address among others
objectives, the threat to maritime safety and security in the region following
incidents of piracy along the coasts of some Member States. The Commissioner
expressed the Commission's satisfaction with the reopening of the INTERPOL
Regional Bureau in Abidjan as this would strengthen intra-community police
collaboration and coordination. She said the Commission "stands ready to work
with all those concerned to ensure the full and effective functioning of the
Bureau," adding: "It is our collective responsibility to protect lives and
property and maintain order in West Africa." (...)

Welcoming the participants, Cote d'Ivoire's Inspector
General of Police, Gen. Bredou M'bia highlighted the challenges facing the
INTERPOL Regional Bureau which reopened last July after a period of closure, to
include staffing, training, equipment with working tool, financial autonomy and
sustainability. He said the Bureau should function at optimum level to be able
to deal effectively with the increasing security threats in the region. The
meeting is part of the gathering of regional security operatives, including the
8th Annual Meeting of the National Central Bureaus of INTERPOL held on
Wednesday, to be followed on Friday by the Meeting of the ECOWAS Committee of
Chiefs of Security Services (CCSS), and the 9th Meeting of the Forum of
Ministers in charge of security in ECOWAS Member States on Saturday, all in the

ECOWAS Defence Chiefs Meet on Mali

- West Africa's defence chiefs will be meeting in Abidjan to finalize the road
map for the deployment of ECOWAS Mission in Mali (MICEMA). The two-day meeting
of the ECOWAS Committee of Chiefs of Defence Staff (CCDS) comes in the wake of
the invitation to ECOWAS by the Government of Mali for the deployment of MICEMA.

A sub-committee of the CCDS met with Mali's military
in mid-August 2012 in order to ensure the convergence of views with ECOWAS on
the first phase of the MICEMA mission, which is to provide security for the
authorities and transition institutions. Ministers in charge of Security in
ECOWAS member states are to also meet on Saturday in Abidjan, to review the
security situation and make recommendations for crime control and ensure
security in the region. The 9th Meeting of the Forum of Ministers will be
preceded by the 13th Annual General Assembly of the West African Police Chiefs
Committee (WAPCCO) on Thursday, and the Meeting of the ECOWAS Committee of
Chiefs of Security Services (CCSS), on Friday.
