Elections in Côte d'Ivoire:
The United Nations sends 500 persons

The UN Security
Council, on Tuesday decided to send 500 international staff to serve in the UN
Operation in Côte d'Ivoire (UNOCI) in order to reinforce security regarding the
holding of the presidential election on 31 October. The Council "agreed to
deploy 500 additional staff members in the UN mission in Côte d'Ivoire, for a
limited period, not exceeding six months, to reinforce the Mission's capacity to
contribute to the security arrangements before, during and after the elections",
said Ertugrul Apakan, Chairman of the Security Council.

UNOCI's Deputy Chief attends
meetings of Heads of Peacekeeping missions in West Africa

The Principal Deputy Special Representative of the United Nations
Secretary-General for Côte d'Ivoire, Abou Moussa, will attend the 19th
meeting of UN peacekeeping missions in West Africa on Wednesday, 29 September in
Dakar. At the one-day meeting, Mr. Moussa will present the Ivorian peace
process. He will highlight past achievements in the electoral process,
especially the explicit certification of the final voters list by the Special
Representative of the Secretary-General, Y.J. Choi on 24 September 2010. Mr.
Moussa will also draw participants' attention to the remaining challenges to be
met in order to hold the presidential election on 31 October 2010. The Principal
Deputy Special Representative will exchange views with his counterparts on the
recurrent problems in the sub-region. In this regard, they will discuss issues
like Women, Peace and Security regarding United Nations Security Council's
Resolution 1325, whose 10th anniversary will be celebrated in October

Presidential election – IEC:
no campaign before 15 October

The Independent Electoral Commission (IEC) for some time has been observing that
some candidates in the Presidential election are undertaking actions that do not
comply with the electoral code. It would like to point out that the electoral
campaign will start on 15 October 2010 until 29 October 2010 at midnight. The
electoral process being governed by legislation, some provisions of the
electoral code must be recalled, especially article 31 which states that:
"Posters and signs are forbidden. And it is also forbidden to send or distribute
ballot papers, circulars or profession of faith for a candidate or a rally of
candidates outside the campaign period. During the electoral campaign, the
manner of displaying posters containing photos, acronyms, symbols, effigies or
any other message is determined by the Independent Electoral Commission." The
Independent Electoral Commission, as stated in article 32, can punish any
offender with eleven days to two months imprisonment and a fine of 50,000 to
360,000 FCFA, or one of the two. (...)




 




Identity cards available
tomorrow

The national identity cards will arrive in Abidjan tomorrow. They will be
transported from Europe (Belgium and Germany) by a cargo plane. (...) The 100
tones of documents will reassure those who are still sceptical regarding the
holding of the election on 31 October. (...) It seems that the distribution of the
cards will start next week.
