To promote a peaceful
electoral environment, UNOCI organizes sensitization session in Taï

Le Mandat  –
The United Nations
Operation in Côte d'Ivoire (UNOCI), on Friday 3 September 2010, organized a
sensitization session on a peaceful electoral environment in Taï, situated 624
km west of Abidjan, in Guiglo district. It was in the conference room of the
town hall that the UNOCI team had discussions with the population from the whole
district. The mission's officers presented the mandate of their respective
divisions and called on the sensitization session's participants to appropriate
the principles and practices of democracy, factors that favour a peaceful
electoral environment. In their speeches, they especially outlined the need to
respect everyone's ideological choice as well as ethnic diversity, to work for
the maintenance of social cohesion and maintain calm and serenity after the
management of appeals process. They also called for the respect of children's
rights and urged the population to contribute to improving human rights by
reporting atrocities.

At the end of the meeting held on Monday 6 September at the president's office
between the Head of State Laurent Gbagbo and Chairmen Henri Konan Bédié of the
PDCI and Alassane Dramane Ouattara of the RDR, attended by the representative of
the Facilitator, Boureïma Badini, Prime Minister Guillaume Soro addressed the
press. "Ladies and gentlemen journalists, today we held a meeting of the Inter
Ivorian dialogue.

The meeting assessed the electoral process.

And together, we decided to do
everything to hold the presidential election on 31 October 2010. In this regard,
you know that we should get over the phase of the definitive voters list and I
am glad to tell you that we all agreed on the definitive voters list. We asked
the Chairman of the Independent Electoral Commission with all the institutions
involved in this issue to do everything to make the definitive electoral list
available this week. The list will be sanctioned by a decree issued by the
President of the Republic. The reunion also asked the Chairman of the
Independent Electoral Commission to take all measures to realize everything
related to the practical organization of elections within the allotted time
namely: the production of ballot papers and electoral documents. We also decided
to make serenity and quietness prevail so that elections take place in the best
conditions. At last, we decided to meet again for a Permanent Consultative
Framework which will be held in Burkina Faso in September to assess the state of
progress of preparations for the presidential election. Ladies and gentlemen
journalists, I would like to conclude by saying that we noted that the members
of the Inter Ivorian dialogue showed willing to do everything so that the
presidential election is held on 31 October."

President Gbagbo asks the army
to "beat those who try to prevent the presidential election"

Agence ivoirienne de Presse
(AIP) –
The
Head of the State, Laurent Gbagbo has asked the defence and security forces to
"severely beat those who will prevent the holding of the presidential election
on October 31". He said that troublemakers will be tracked down, taken to
court and sentenced. "To avoid these harsh decisions I urge political leaders to
take the necessary actions to go to elections," President Gbagbo said on
Saturday in Agboville at the closing meeting of the three-day visit he made in
the Department of Agboville from 2 to 5 September. Installing the Republican
Security Company (SRC 3) in the city of Divo on August, President Gbagbo asked
the policemen to subdue all the troublemakers. Gbagbo urged Ivorian politicians
to be "responsible" and avoid chaotic aftermath for Côte d'Ivoire, inviting the
party leaders to think about the development of Côte d'Ivoire. "Côte d'Ivoire
must be our constant concern, if we must do politics," he said. "I urge you to
love Côte d'Ivoire and the republican form of government," Laurent Gbagbo said

State visit to the region of
Agnéby / Laurent Gbagbo to troublemakers: "The day we decide to hit them, we
will hit them hard"

Notre Voie  –
President
Gbagbo on Saturday, in Agboville, asked Ivorian political leaders to take the
necessary action to go to elections on October 31. He made this statement at the
end his official visit in the Agnéby region from 2 to 5 September. "There are
some people who want to prevent us from holding elections. I have asked the
Armed Forces, SDF, that is to say, the Military, the gendarmerie, the police, to
crush anyone who wants to cause trouble. I asked them to crush with the utmost
severity anyone who would prevent these elections from taking place. We are
tired. These troublemakers have a simple calculation. "If we go to elections -
they said to themselves- we will not win. So we don't hold elections and then we
can say that Gbagbo does not want elections. We will track them down, arrest
them, send them to court and convict them. To avoid this, I invite politicians
to be mobilized for elections" President Gbagbo said. He believed that elections
are the means of expression of civilized men, people of the 21st century. "We
can not say that we are modern people and still looking for the destruction of
the opponents. Our country needs a leader legitimized by elections. Our country
needs the elections to make new investments. Our country needs elections to
renew with its past radiance" President Laurent Gbagbo explained.

Before October 31 - A new
rebellion in preparation.

Le Mandat  -
Maho
Glofiéhi is the head a militia well known to the LMP (the political parties
close to the Presidential)...  The man protested against the fact he and his men
had not been taken into account, by the programme for the reintegration of
former combatants. [...] Recently 25,000 militiamen have emerged from nowhere to
demand their rehabilitation. However, on the 25,000 militiamen, only 10,000 have
been taken into account and they have given back 2,000 weapons. This pleased the
population who believed that the militias have given all the arms they had.
However, people have realized that at least 8000 arms have not been handed over.
This means that Maho Glofiéhi and his group are still capable of undermining the
entire electoral process. As matter of fact, if 10,000 militiamen have laid down
their arms, it remains an impressive number still in circulation.
