Deadlock in electoral process
– The international community's resignation

After the meeting held
between the representative of the international community and the Head of
State, Laurent Gbagbo last week, the words by UNOCI's chief showed he admitted
he was powerless regarding his capacity to impose an orientation to the
electoral process. "Identification process is important but the moment is
delicate", said Young Jin Choi, referring to the impact of an overnight affair
of moralization of the government blocking the end of the appeals process on the
electoral list. (...) Young Jin Choi seems to be overwhelmed by the turn and
appearance of the process with the ups and downs the presidential camp is
imposing on the process. (...) It is increasingly becoming a major concern for the
national community. What is the role of the international community in the
Ivorian crisis through its special representation, at this stage of the
electoral process? An international community represented by the United Nations
Operation in Côte d'Ivoire (UNOCI). A mission whose efficiency as time goes by
can be interpreted by its role which is just to witness the crisis-resolution
process and provide logistical support. (...) A climate which brings back the
issue of the importance of the mandate of the team led by the Special
Representative of the United Nations Secretary-General, Y. J. Choi, and his 8000
peacekeepers. The remark is that his only actions consist of consultations with
the political class and the only concern seems to be: how to preserve the
credibility of the international community in the crisis-resolution process? (...)
By limiting Young Jin Choi's powers to the certification of the phases in an
electoral process "he does not control", what is the use of an international
community without the real power of coercion? (...)

HIV/AIDS – UN peacekeepers fighting against this evil

A six-day training and
sensitization workshop, organized by the United Nations Operation in Côte
d'Ivoire (UNOCI) for some thirty members of its Nigerien contingent ended on 26
June 2010, in Korhogo, 580 km north of Abidjan.  The aim of the training session
was to strengthen the capacity of the contingent's elements so that they can
work as peer educators for behaviour change regarding HIV/AIDS. "Since AIDS is
contracted through behaviour, it is therefore by behaviour change that we can
avoid it", one of the trainers, Désiré Barahwahura of UNOCI's HIV/AIDS Unit,
explained during the workshop. He called on peer educators to pass on the
knowledge they received during the training to the maximum number of their
colleagues. (...)




 




Cantonment – The kitchen of
the 3rd battalion is open

General Soumaila Bakayoko, Chief of Staff of the FDS-FN, presided over the
official opening of the troops' kitchen of the 3rd military region of
Bouaké. The kitchen renovated by Commander Chérif Ousmane has been provided with
a cold store, three large ovens, four big pans as well as several utensils.
Before handing over the kitchen to the troops, the CEMA of the FN, on behalf of
the Forces Nouvelles, welcomed the initiative of the zone 3 Commander, which is
appropriate in the cantonment process that has started in Korhogo. He then
thanked people for coming. For General Bakayoko, the presence of the population
and representatives of the Impartial Forces, as well as religious leaders at the
3rd battalion shows their interest in military issues with regard to
the crisis-resolution process. "We had the privilege of reopening the troops'
kitchen of the 3rd battalion, which was rehabilitated and refurbished
by the zone 3 Commander. I would like therefore to express all my
congratulations to the Commander of zone 3, Commander Chérif Ousmane and all his
collaborators for their action. They did it to contribute to improving the
living conditions of our soldiers and to participate in the dynamic we have
started in Korhogo, that is to say, the implementation of the Ouagadougou
Political Agreement, starting with the regrouping, cantonment and demobilization
of our soldiers", General Soumaila Bakayoko said. For the CEMA of the FDS-FN,
the kitchen here will participate in the regrouping and cantonment of the
elements of the third instruction group, namely Bouaké and Katiola.

Since the
teachers came in power in Cote d'Ivoire in October 2000, the head of state has
constantly imposed his will on us. It seems that President Laurent Gbagbo, who
likes to say that "everything I do is politics" has requested this investigation
to divert the attention of the opposition and  Ivorian people from the real
issues such as the proclamation of the date of the presidential election, they
are waiting for after  President Gbagbo's meetings with Chairmen Bédié (PDCI-RDA)
and Ouattara (RDR). It must also be noted that the investigation, will
intriguingly end the very day the verification on the provisional electoral list
finishes. Could it be mere coincidence? You bet! (...) According to a
well-informed source, the Head of State Laurent Gbagbo, before going to the
political capital of Côte d'Ivoire, Yamoussoukro, had already refined his
strategy, which consists of firing Guillaume Soro like Seydou Diarra and Charles
Konan Banny few years ago. Gbagbo has already two names in his mind: Laurent
Dona Fologo, the current Chairman of Economic and Social Council, president of
Rpp and member of the presidential camp, and the current Minister of Economy and
Finances, Charles Diby Koffi. According to our sources, the former of the two
candidates is neither supported by the "elephants" of the FPI nor by the Western
embassies. The second, on the contrary, has all the favours of the prediction.
The head of state has already met with Charles Diby Koffi. But all this at which
cost? The elections have to wait again.




 




Divo: The verification of the
provisional electoral list: The FPI is preparing a confrontation

 - The presidential
parties have demanded and obtained the cleaning of the provisional electoral
list. To further refine their strategy, these parties on Thursday 24 and Friday
25 June held a seminar for campaign managers and computer specialists at the
former IIAO in Grand Bassam. On this occasion, Malick Coulibaly, the National
campaign Manager of the candidate Laurent Gbagbo, declared that the operation
was not directed "against a region, or a religion." However, a document from
credible sources given to "Le Nouveau Réveil" formally contradicts the
statements of Gbagbo's campaign manager.  The 107 page document,  entitled "list
of fraudsters of the department of  Divo" lists the Sidibés, Syllas, Tourés,
Coulibalys, Traorés, Diabatés, Konés, Doumbias, Bambas, Fofanas, and Cissés ...
, as nationals of Guinea, Mali or Burkina Faso. Thousands of people have all
been accused of fraud regarding their Ivorian nationality. Intriguingly, no
other ethnic group is on this list. As matter of fact, "the FPI has this list to
remove these names from the electoral list. This work was funded by the national
campaign team of Laurent Gbagbo under the supervision of Clotilde Ohouochi. The
list was given to me by a very close associate of Deputy Akpala Jacob, the
regional campaign manager of Laurent Gbagbo in Divo. There are also two experts
of ethnology sent by Ms. Clotilde Ohouochi.




 




Investigation at the national
police school

- This is what Tchimou discovered

The team of investigators sent by prosecutor Tchimou was yesterday at the
National Police School to hear the managers of this institution and know the
size of the school as part of the administrative investigation requested by the
Head of State. It must be noted that the Minister of Interior has been accused
of nepotism by the president of the National Assembly. According to police
sources, 1717 students are affected by this investigation. The prosecutor's team
has found out that, 66 students out of these 1717 come from the districts of
Nahio and Saïoua. According to the same source, the Minister of Interior was not
heard yesterday by the prosecution because he has not yet received the
authorization of his superiors, the Prime Minister and the President of the
Republic.
