What will become of UNOCI
after 2010? France-US: There is disagreement

Except for
any unexpected changes, the next UN Security Council resolution "will fall"
soon. What should be remembered? It will not be different from former ones. (...)
Ban Ki Moon has recommended maintaining the status quo, that is to say, the
maintenance of the number of UNOCI's military and police elements until late
2010. But the French and American nationals are not on the same page regarding
what happens after 2010. The United States of America, the biggest donor to the
UN peacekeeping operations does not agree on the maintenance of UNOCI after this
year and it said it would like it to be mentioned in the resolution to come. (...)
For its part, France does not want such an "expiry clause" in UNOCI's mandate.
Anyway, whether it is said or not, UNOCI in its current form and regarding the
expenses it represents, will no longer last. (...)

for maintenance of social cohesion

The United Nations Operation in Côte d'Ivoire (UNOCI) recently organized UNOCI
Days in Guibéroua. On this occasion, the populations have been trained on the
maintenance of social cohesion before, during and after elections. The theme of
the tenth leg of UNOCI Days was "The population of Guibéroua and UNOCI hand in
hand for a peaceful electoral environment." (...)

The United Nations Operation
in Côte d'Ivoire (UNOCI) on Thursday and Friday, organized in Korhogo and Bouna,
north of the country, a sensitization campaign against sexual violence. That was
part of the commemoration of the United Nations Resolution 1820, Kenneth
Blackman, the mission's deputy spokesman, announced on Thursday in Abidjan,
during a press conference.

In order to imitate the current electoral experiences in other countries and
especially African countries, a delegation of the Independent Electoral
Commission (IEC), composed of three commissioners, (...) went to Guinea Conakry on
23 June 2010. The IEC commissioners will closely follow the organization of the
Guinean elections in order to glean ideas from the success of the Independent
Electoral Commission of this sister country and reduce most of the errors that
could be committed during the organization of the presidential election in Côte
d'Ivoire, a much-awaited election which will be followed by the world for the
certification of the results that should not be questioned.

Soro, a weakened Prime Minister

Soro, is he still the right man? Can the present Prime Minister still lead the
electoral process? Many people are asking this question. The Tagro affair that
has just broken out is evidence that Soro is no longer the right man. (...)
Laurent Gbagbo can give his rhythm to the electoral process as he pleases. (...)
The "experts" of the presidential camp are meant to be involved during the
checking operation of the provisional electoral list. It seems that Meleu
Mathieu and his staff were instructed to thoroughly "clean" the list which is
said to be "infested" with foreigners. Who will be able to stop them? Anyway it
will not be the Prime Minister who is now much weakened, even less the IEC's
Chairman. Laurent Gbagbo seems to be free to organize a made-to-measure election
so he can succeed. Unless, as an anonymous diplomat in Côte d'Ivoire says, a
real transition opens up with the protagonists of the Ivorian crisis.




 




Administrative hearing
required by President Gbagbo: Desire Tagro before the prosecutor Tchimou, this
morning

The administrative investigation required by the Head of State, President
Laurent Gbagbo has started. After Mamadou Koulibaly, the president of the
National Assembly, the Minister of Interior, Desire Tagro is meeting this
morning with prosecutor Raymond Tchimou in his office. Mr. Tagro has been
accused by president Koulibaly of recruiting young people from his own tribe at
the national police school, receiving commissions allegedly paid by Sagem
Security; keeping for himself not only the funds received from Trafigura as the
compensation of the victims of the toxic waste but also the funds of the
pilgrimage to Mecca. (...) According to the prosecutor, this hearing is not a
judicial one, because, given the quality of the defendant, the court is not
empowered to conduct such investigation. During his recent press conference, Mr.
Tchimou said that he was just conducting an administrative hearing to collect
information and report it to the Head of State.




 




Attack against the Soro's
plane - Three years ago, Côte d'Ivoire was nearly toppled over

June 29, 2007 to June 29, 2010. Three years have passed since the plane carrying
Prime Minister Guillaume Soro in Bouaké was attacked with rockets. Four persons
died and several others were seriously injured. During this black Friday, we can
say, Côte d'Ivoire was on the verge of changing for the worse. As matter of fact
the assassination of a Prime Minister, head of a rebellion would undoubtedly
have incalculable consequences for social peace. We know that this attack took
place during a period of time politically marked by social divisions that would
have led the country to a similar situation in Rwanda in 1994 if the worst had
happened. It all started on Friday, June 29, 2007, when Prime Minister, with
several employees and a dozen of journalists, mainly from the national press,
boarded the Presidential Fokker 100 to Bouake. The mission of the Prime Minister
was to install judges to start mobile courts, one of the key points of the
Ouagadougou Political Agreement signed in March of that year. To have been a
part of this adventure, as a journalist, I still have vivid and even painful
memories of the event.(...) since that day the investigations have not started.
After
three long years the mystery remains unsolved.
