Alain Le Roy, the chief of the Peacekeeping Operations is leaving

Ban Ki-Moon deeply regrets Alain Le Roy's decision to leave his post as Deputy
Secretary-General of peacekeeping operations. The following declaration was
published today by the spokesperson of the UN Secretary-General, Mr. Ban
Ki-Moon: Mr. Alain Le Roy, the deputy Secretary-General of Peacekeeping
Operations informed the Secretary-General that he would not ask for his contract
which expires on 23 August 2011 to be extended. The Secretary-General profoundly
regrets that Mr. Le Roy can no longer continue to serve in the United Nations at
this post, but he really understands the family reasons for this decision. The
Secretary-General wants to thank Mr. Le Roy for his remarkable work during the

Duekoué – UNOCI
- Moroccan contingent decorated with the United Nations of the medal of peace

The members of the contingent of the royal armed forces (FAR) deployed in Côte
d'Ivoire have been decorated on Monday in Duekoué (480 km west of Abidjan) with
the UN medal of peace in recognition of the actions they took for the protection
of civilians and the re-establishment of peace and security in this country. The
Force Commander of the United Nations Operation in Côte d'Ivoire (UNOCI), the
Togolese General Gnakoudé Béréna paid tribute to the Moroccan contingent,
highlighting the fact that the 724 elements of the FAR had displayed
"professionalism" and "devotion" since they first arrived in Côte d'Ivoire. (...)




 




From Pergola to
their indictment: UNOCI's plot against Gbagbo's collaborators

(...) According to information received by Aujourd'hui, it was following the
initiative of Choi that the trap was set up. Thirty-two collaborators of
President Gbagbo have been trapped this way by UNOCI which was present but did
not react when Pascal Affi N'guessan, the Chairman of the FPI was kidnapped and
handed over to Ouattara. (...) Alcide Djédjé, the former Minister of Foreign
Affairs was the first one to ask for UNOCI's protection at its headquarters in
Sébroko. (...) Claiming that the headquarters was not appropriate, UNOCI proposed
putting them up in hotel La Pergola where the organization regularly
accommodates some of its soldiers. [...] This was the beginning of the liquidation
plan which led on Sunday to the indictment of fifteen leaders of the former
regime. [...]




 




Legislative
elections 2011: the UN in the heart of the preparations

The United Nations Secretary-General, Ban Ki-Moon, has sent an assessment
mission as a prelude to the legislative elections that should be held by the end
of this year. This mission was received yesterday by the Prime Minister,
Guillaume Soro. "We are a delegation sent by the UN Secretary-General to do an
evaluation of the whole preparation necessary for the organization and the
holding of the legislative elections", said the Chief of delegation, Ali Diabaté
Tadjoudine after the meeting. This mission that is in Côte d'Ivoire since 19
June 2011 also visited the hinterland "Yamoussoukro, Daloa, Duekoué and
Toulepleu to meet the population and exchange views with them" he said. (...)

Prosecutor of the ICC in Abidjan since yesterday - Fatou Bensouda on her
arrival: "We must stop impunity in Côte d'Ivoire"

The evaluation mission of the International Criminal Court (ICC) arrived at the
Felix Houphouet-Boigny international airport in Port-Bouet at 7.45 pm. This
delegation was led by the deputy Prosecutor, Mrs. Fatou Bensouda. (...) On this
occasion the deputy Prosecutor of the ICC held a press conference to situate her
mission in Côte d'Ivoire. "On 23 June 2011, we asked the preliminary Chamber 3
of the ICC for permission to start investigation on war crimes and the crimes
against humanity committed in Côte d'Ivoire since 28 November 2010. While
waiting for the judge's decision, I have come to assess the situation on the
ground and prepare our future activities" said Mrs. Bensouda. According to her
the ICC has not come to replace Ivorian justice. "We have come in response to
President Ouattara's demand to help Ivorians re-establish the rule of law and

the new army: What is in store for the warlords!

 – The workshop on the reformation of the new
army ended on Friday, 24 June in Grand-Bassam. The discussions took place in a
convivial atmosphere if we believe what the final communique said.  A spirit of
brotherhood which was welcomed by the Minister delegated to the Ministry of
Defence, Paul Koffi Koffi, during the closing ceremony. In truth it seems that
it was nothing but a cosmetic operation aimed at saving appearances. According
to sources who participated in the workshop, the discussions were sometimes
rather stormy in certain commissions. Divergences appeared early on certain
issues such as the status of zone commanders, the famous warlords of the former
rebellion, who today appear to be the leaders of the army which defeated the
pro-Gbagbo forces. According to our sources, these warlords did not want to let
other decided what will become of them.....they refused to be put aside at a time
when the new configuration of the army is being planned. ......Asked what will
become of the zone commanders, General Michel Gueu confirmed what is being
planned for the warlords: « I think that very soon with the return of the
military to their camps, they will no longer be zone commanders but part of the
military like everybody else...





 




French Minister
of Defence calls on Prime Minister and the Head of State: «The defence
agreements with Cote d'Ivoire will be reviewed »




L'intelligent d'Abidjan

On a visit to Côte d'Ivoire since Sunday, the French Minister of Defence, Gérard
Longuet, on Monday, 27 June 2011 met separately with the President of the
Republic and the Prime Minister in Plateau.  Speaking at a press conference
after the two meetings, the French Minister of Defence explained the reason for
his visit. He said he had come to express the friendship Nicolas Sarkozy and
Alassane Ouattara and to express the gratitude of Guillaume Soro and Alassane
Ouattara to French soldiers in Abidjan for their "calm intervention at the
request of the United Nations ..... With regard to France's role in the formation
of the new army, Gérard Longuet said that that his country's assistance will be
limited to training the leaders of the Forces républicaines de Côte d'Ivoire
(FRCI). ..... Insecurity at the border and the west of Côte d'Ivoire were also
discussed and Mr. Longuet said that securing the border with Liberia was not up
to France. ....""

President Ouattara expressed concern regarding the border in the
west. This is the job of the United Nations.

This is good because I have a
meeting with Mr. Choi in a few minutes... »





 





 





After formal
charges against 15 of Gbagbo's close associates/There will be new charges this
week.

The legal proceedings initiated against  Laurent Gbagbo and his close associates
after the serious post-electoral crisis which our country went through, have
entered a new phase with charges being brought against 15 of the close
associates of the former head of state. The judge in charge of the proceedings
has decided to bring charges against the former Prime Minister of the illegal
government Aké Ngbo, Alcide Djédjé (foreign affairs) and others who put the
security of the state at risk,
