Choi and Compaoré examined the last obstacles facing elections in

The Special Representative of the United Nations Secretary-General for Côte
d'Ivoire, Y.J. Choi, met with the Facilitator of the Ivorian crisis, President
of Burkina Faso, Blaise Compaoré, on Monday, in Ouagadougou, to examine the
achievements and remaining tasks regarding the crisis-resolution process. The
meeting, Mr. Choi told the press, essentially revolved around the challenges
facing the electoral process 40 days before the presidential election. "We
discussed the logistical and technical challenges to be met in the timetable,"
said the head of the United Nations Operation in Côte d'Ivoire (UNOCI). (...)
"UNOCI is in charge of transporting all the voters and identity cards from
Abidjan to 415 local commissions," Mr. Choi explained. The second phase of the
distribution, he added, will be carried out by the Independent Electoral
Commission (IEC) with the support of the United Nations agencies, especially the
United Nations Development Programme (UNDP) and the United Nations Office for
Projects Services (UNOPS), from the municipalities to villages. (...) Earlier, Mr.
Choi said he had extended the thanks of the United Nations Secretary-General,
Ban Ki-Moon, to President Compaoré for his major role in the production of the
final voters list. "The Secretary-General does not believe that without the
Facilitator's crucial role, we would have been able to obtain this list",
UNOCI's Chief said.

UNOCI's spokesperson is not aware of any request by the Ivorian State to the
United Nations for arms importation. With Ange Herman Gnanih, he also speaks
about the meeting of the Standing Consultative Framework (CPC) which starts on
Tuesday in Ouagadougou as well as the issues of security arrangements for

sensitization session in Huafla

« We threw a stone. It did
not fall on you by chance. Your village stood out because of the work, love for
others and your actions to promote peace". This statement, as homage, was said
by René Sakanga, member of UNOCI's Electoral Assistance Division in Daloa and
Chief of delegation of the United Nations Operation in Côte d'Ivoire, who
recently went to Huafla (Bindin tribe), in the Sinfra district, as part of the
sensitization campaign called "UNOCI Tour", which was initiated by the UN
structure to exchange views with the population regarding peace, social cohesion
and the electoral process. His statement was aimed at acknowledging and
welcoming the efforts and actions of the professionals and the population in
this locality, which was set up as a municipality for peace and social cohesion
by President Laurent Gbagbo in 2007. This was the opportunity for UNOCI's
sections (Public Information, Human rights, Civil Affairs, Police, etc.) and
also the Independent Electoral Commission (IEC) for the Daloa region, to explain
their missions and prerogatives to the professionals and the population who
attended the meeting. They especially called on people to cultivate peace and
harmony to ensure impartial and peaceful presidential election. (...)

Contrary to what was said regarding the meeting of the Standing Consultative
Framework (CPC) scheduled today in the Burkina Faso's capital, the atmosphere
will be serious. (...) According to several sources, it seems that the Faso's
President attaches importance to the preservation of the current peaceful
climate prevailing between the principal candidates to the presidential
election. Beyond the thanks they want to extend to him, Blaise Compaoré will
invite the guests to make formal commitment regarding the respect of the results
or urge them not to make violent contestations. (...)




 




Presidential election: the IEC
fixes date for the second round

 – The Independent Electoral
Commission (IEC) led by Youssouf Bakayoko is convinced of the matter. It has
decided that the second round of presidential election will be held on 27
November. The essential information stemmed from the meeting between the
vice-President of the IEC, Mamadou Gnenema, NGOs and civil society organizations
(OSC), yesterday at the institution's headquarters in II Plateaux. (...) With
regard to the concerns, there was also the publication of the detailed electoral
map, the sensitization campaign to be conducted and electoral observation. On
the first point, the IEC's vice-President acknowledged that the electoral map
can be published only when a decree is signed  in this regard. (...)

Laurent Gbagbo, candidate of the presidential majority (LMP) to the presidential
election explained that this election gives the opportunity to Côte d'Ivoire to
choose between "slavery and independence". The meeting which was held on Sunday
19 September at the public square in Dougroupalé-gnoa (capital of the sub
prefecture), in the Gagnoa district, was aimed at making the population commit
to re-electing him on 31 October. He explained that it does not consist of
"election between 14 candidates in competition. But it is election between two
camps: the camp of the dignified Côte d'Ivoire against the camp of Côte d'Ivoire
submitted to foreign powers". (...)
