The Chief of the UN
Assessment Mission, Raisedon Zenenga and the United States ambassador in Côte
d'Ivoire, Wanda Nesbitt, reviewed the political situation in Côte d'Ivoire on
Monday 19 April. According to Mrs. Nesbitt, it consisted of examining together
the electoral process and the current issues. "We tried to discuss how the
international community can continue to accompany and help Côte d'Ivoire to
resolve the crisis", she noted at the end of the meeting which took place at the
headquarters of the United Nations Operation in Côte d'Ivoire (UNOCI). The
American diplomat called on the Ivorian political actors to make the maximum
effort to resolve the current blockage of the voters' list. "The population is
suffering and it is very important for Côte d'Ivoire to move forward", she
concluded. In the afternoon, at UNOCI' headquarters, Mr. Zenenga exchanged views
with the acting Chargé d'Affaires of the European Union delegation, Yves Gillet.
"We outlined our analysis of the Ivorian situation and exchanged views on the
current issues, especially the voters' list, reunification and the DDR, said Mr.
Gillet at the end of the meeting. Mr. Gillet also said he discussed UNOCI's role
in the coming months and years.




 




The UN assessment Mission
visits the ICC - Colonel Nicolas Kouakou wants arms to secure the election

A delegation of the United Nations technical assessment Mission, led by Mrs.
Nannette Ahmed, held a working session with the chief of the Integrated Command
Centre (ICC), Colonel Major Kouakou Nicolas, on the activities, difficulties and
prospects of the ICC in the crisis-resolution process on Sunday 18 April 2010 in
Yamoussoukro. "We had frank and very open discussion", said Mrs. Ahmed,
coordination officer in the Department of Peacekeeping Operations in New York at
the end of the meeting. During the meeting, several issues were discussed,
especially the lack of resources and logistical difficulties. "We need
conventional material for the maintenance of law and order in order that the ICC
fully plays its role which consist of providing security for the election",
Colonel Kouakou said. In this regard, he appealed for the total or partial
suspension of the embargo on arms in Côte d'Ivoire. Mrs. Ahmed reminded her
interlocutors of the procedures and action required for the request. "A written
request should be sent directly to the Security Council", she explained. With
regard to the Disarmament, Demobilization and Reintegration (DDR) programme, the
chief of the ICC deplored the delay in the reintegration of the ex-combatants.
He said he was expecting a lot from the Impartial Forces regarding support to
the elements of the Ivorian army. He also said he wanted greater coordination of
activities between the Independent Electoral Commission (IEC), UNOCI and the ICC
to better respond to the security needs. The ICC team mentioned the good
collaboration between UNOCI and the ICC. It congratulated the capacity-building
provided by UNOCI to the elements of the National Armed Forces of Côte d'Ivoire
(FANCI) and the Armed Forces of the Forces Nouvelles (FAFN) deployed in the ICC
and the continuous training provided by the United Nations Police.




 




 




 




Security and Maintenance of
law and order- UNOCI trains Ivorian gendarmes

UNOCI continues to provide support to the Defence and Security Forces (FDS). In
fact, after a one-week training on the techniques for the maintenance of law and
order, armoured version, 30 gendarmes of the armoured squadron group, were given
their training diploma by their trainers in the presence of the General, Senior
Commander of the national gendarmerie and the Chief of UNOCI's police. The
diploma-award-ceremony took place on Friday 16 April at the military camp in
Agban. (...) It should be noted that the Ivorian gendarmes were already trained by
UNOCI on forensic investigation.

the IDPs (Internally Displaced Persons): Bonoufla village appeals to Gbagbo and
Choi for help

even refugees will leave Bonoufla without having given a basic infrastructure to
the village. In this regard, the villagers said today they were proud of having
provided assistance to their Ivorian brothers and sisters. However, on behalf of
the population, the Chief, Seri Kipré Salomon asked the head of State Laurent
Gbagbo and the Special Representative of the United Nations in Abidjan, Y. J.
Choi to provide them with a health centre and a school which are extremely
urgent.




 




Presidential election 2010 -
Which mechanism for the resumption of the processing of electoral list appeals?

For two and half months, the Independent Electoral Commission (IEC) has been
looking for a mechanism which will allow all the political actors to agree on
the modus operandi of the processing of appeals on the electoral list. All of
the political actors are waiting for the formula which will be unanimously
accepted. (...) A difficult search for consensus! (...) The accusations remain the
same: Youssouf Bakayoko (chairman of the IEC) is doing nothing. (...) According to
a source close to the IEC, if the work is slow, this is not due to the
institution in charge of election. "Since the new team was appointed, a lot of
things are led by the Prime Minister's office.  This is why when you question
the IEC, we are embarrassed. Regular meetings led by the Prime Minister's office
are held with the technical institutions, the IEC, UNOCI and the Facilitator's
representative". And our source confirms that all of the technical institutions
and the IEC are working on the basis of documents given by Prime Minister
Guillaume Soro. (...) and the source explains that the IEC cannot tell when the
processing of electoral list appeals will resume because "it is an action done
by consensus... we cannot say anything... we are not alone".

- The United Nations Assessment Mission that has been in Côte
d'Ivoire met with the CEO of the National Institute of Statistics (INS)
yesterday as part of its consultations. After the meeting, Professor Matthew
Meleu, General Manager of INS, made the following statement. "On the white list,
there are foreign nationals. The whole problem is how large is their number and
how the list was drawn up. It was built from the enrolled petitioners. We made
the first cross-check with the list of 2000. It turned out, however that all
those on the 2000 list were not properly checked. As matter of fact, we did not
closely look at their nationality. It was as if they were covered by the
Ouagadougou Agreement, which said that all those on the 2000 list are not
concerned by the control. So foreigners found on the white list primarily came
from this list. There are also fraudsters. They are people who have falsified
their papers, for example when someone claims to be the son of a woman who is
not his mother. This happens. Therefore, at some point, we said, to clarify the
situation and complete the technical work that was well done, we must initiate
widespread cross-checking.



 




Disarmament process: Soro stuck

Minister Guillaume Soro has decided to work hard to finish with military
matters. After his highly publicised meeting on Sunday, 11 April, with the Head
of State Laurent Gbagbo, the leader of the Government is doing everything he can
to accelerate the military process. Soon after his meeting with the head of
State, Soro chose the city of Korhogo to host the resumption of the cantonment
and demobilization of his men. (...). In addition the Prime Minister made sure
that the barracks that will accommodate the soldiers were ready. According to
reliable sources, these sites identified in the cities of Korhogo, Bouaké, Man
and Séguéla are indeed ready to receive their residents. The list of those who
must go to the camps, including, these 5,000 volunteers for the new army (NVA)
from the Forces Nouvelles, is also ready. This list was officially presented to
the Minister of Defence, Michel Amani N'Guessan on Thursday, April 15. As for
the financial issue, the Prime Minister has already met with the Minister of
Economy and Finance, Charles Diby Koffi, to evaluate this component of the
process which often blocks its development. There are mainly the thorny issues
of bonuses promised to the ex-combatants, namely CFA 500,000 as final
settlement. The Prime Minister is genuinely committed to resolve the military
aspect of Ouagadougou. Soro is well aware that this aspect is crucial for the
electoral process.
