Ivorian security
situation – According to Ban-Ki Moon the FRCI are not disciplined

Forces
Républicaines de Côte d'Ivoire
(FRCI,
editor's note) who are in charge of reestablishing security are still a
non-homogenous mixture and are affected by problems of discipline, commandment
and structure". This is the verdict by Ban Ki-Moon in a letter dated 10 June
2011 and addressed to the President of the UN Security Council on the Ivorian
security situation. For him, in addition to the problem of Alassane Ouattara's
FRCI "there is still a high risk of the resurgence of an armed conflict as well
as of attacks against the civil population including with heavy arms" especially
in Abidjan and the west of Côte d'Ivoire.

Arbitrary
detentions: Amnesty accuses the UN of collusion

 – Amnesty International on Wednesday denounced the arbitrary
detention of tens of activists of the ex-Ivorian President, Laurent Gbagbo and
it added that some of them had been beaten by the Alassane Ouattara's forces in
a hotel where peacekeepers are positioned. "The presence of UN soldiers in front
of the hotel where alleged activists of Laurent Gbagbo are under arbitrary
arrest raises disturbing questions," said Veronique Aubert, the deputy Director
of Amnesty Africa who was mentioned in a statement by the NGO. "It is far from
an encouraging start for Alassane Ouattara's presidency", Mrs. Aubert says.

Crimes against
humanity in Côte d'Ivoire: The ICC is going to open investigation soon

The prosecutor of the International Criminal Court (ICC) on Thursday will ask
the judges' authorization to open an investigation into the crimes against
humanity and the war crimes committed in Côte d'Ivoire since the holding of the
last presidential election, said his office on Wednesday. "On 23 June 2011 the
Prosecutor of the International Criminal Court, Luis Moreno-Ocampo will ask the
judges' permission to open an investigation procedure on war crimes and crimes
against humanity that were allegedly committed in Côte d'Ivoire" said the office
of the Prosecutor in a press release. The Ivorian President, Alassane Ouattara
in a letter dated 3 May asked Luis Moreno-Ocampo to conduct investigation on the
"most serious crimes", committed during the violence that occurred after the
second round of the presidential election on 28 November 2010 and which resulted
in 3000 deaths.





 





Evaluation of
the identification operation – The UN listens to the CNSI

Mr. Ali Diabacté Tadjoudine, the deputy Director of the Electoral Assistance
division of the UN Political Affairs Department yesterday was at the office of
the National Commission for the Supervision of Identification (CNSI) to do a
detailed evaluation of the needs for the electoral process, determine the nature
of the required assistance and the type of resources to be given for its
implementation for the legislative elections. The Chief of delegation said that
their presence in Côte d'Ivoire follows the invitation by the local authorities
who asked for the United Nations' assistance for the organization of the
legislative elections.

Korhogo and Man
– UNOCI promotes peace and reconciliation through sport

The United Nations Operation in Côte d'Ivoire (UNOCI) on Saturday 18 June 2011
organized simultaneously sport activities in Man and Korhogo to accompany the
population in the two localities to promote peace and reconciliation through
sport. In Korhogo, 580 km north of Abidjan, 16 teams from 8 public and private
schools competed for the reconciliation and peace trophies through a double
tournament of basketball and handball. In Man, 530 km west of Abidjan, eight
football teams including two female teams composed of youths from all the
neighbourhoods in the capital of the Dix-huit Montagnes region took part in a
Maracana tournament. (...)





 





Workshop on the
new army in Grand-Bassam / Koffi Koffi Paul to the exiled soldiers: "Come and
participate in the country's reconstruction"

"Which army for the new Côte d'Ivoire?" This is the central theme of the
workshop that is gathered together the hierarchy and the High commandment of the
Ivorian army from 22 to 24 June. The opening ceremony for this important
meeting, presided over by the Minister of the Defence, Mr. Koffi Koffi Paul was
attended by members of the government, diplomats, leaders of the civil society
organizations, administrative, traditional and religious authorities in the town
of Grand-Bassam. On behalf of Prime Minister, Guillaume Soro, Minister Koffi
Koffi Paul rose to the occasion to launch a call to the whole

Yopougon: clash
between gendarmes and FRCI/ wounded / the events

On Wednesday 22 June a bloody clash occurred between the gendarmes of the
squadron based in the neighbourhood Toit-Rouge in Yopougon and elements of the
Forces
Républicaines de Côte d'Ivoire (FRCI) at the 19th district police station
situated some 200 metres from the gendarmerie camp in this same neighbourhood.
The clash resulted in one wounded in each camp and many material damages in the
gendarmerie camp. (...) In the morning the FRCI elements of Doumbia Commandant who
were jogging arrived at the gendarmerie squadron. At the same moment, a gendarme
wearing civilian clothes on board of a vehicle bumps into the FRCI.

"Stop!
Stop!" cried the FRCI.
Surprised, the gendarme takes a few minutes to stop.

(...) An altercation
starts that rapidly alerts other elements of the  gendarmerie.

(...) The elements of the FRCI
fall back to arm and come back to attack the elements of the squadron. (...)
