"Elections will never be held
in Côte d'Ivoire" affair – UNOCI gives details

I formally deny the
information stating that the Special Representative of the United Nations
Secretary-General in Côte d'Ivoire, Mr. Choi, said that election will never be
held in Côte d'Ivoire". This was the response from the spokesman for the United
Nations Operation in Côte d'Ivoire (UNOCI), Hamadoun Touré. Let us recall that
the French daily newspaper Liberation, in its edition of 2 July 2010, attributed
these words to Young Jin Choi, the chief of UNOCI in Côte d'Ivoire. (...) UNOCI's
spokesman, yesterday, 4 July, told us that Young Jin Choi had never met with the
Liberation's journalist to whom he is supposed to have made this statement.

Mr. Choi is not
responsible for these words. The words do not correspond with the vision of the
Special Representative of the United Nations Secretary-General in Côte d'Ivoire
regarding this country", Hamadoun Touré said.

The international community puts pressure

The international community is now putting pressure on Ivorian authorities
regarding the organization of the presidential election. The United Nations
demands the definitive electoral list as soon as possible. "We are going through
a critical and delicate moment; a critical moment because elections must be held
very soon. In this regard, the definitive electoral list must be produced as
soon as possible since it is an essential remaining step. (...)" said Young Jin
Choi, the Special Representative of the United Nations Secretary-General in Côte
d'Ivoire, during an interview with the UN radio in Côte d'Ivoire on Thursday 1
July 2010. (...) For him, Ivorian authorities have six months more and should do
everything to produce the definitive electoral list. (...) For its part, the
African Union (AU) demanded during its 234th meeting that a date be
decided "without delay" for the presidential election (...)

-The United Nations Operation
in Côte d'Ivoire (UNOCI), in collaboration with the Ministry of the Family,
Women and Social Affairs, on June 24, organized in Bouaké a workshop to inform
and sensitize women's organizations, political parties and religious
organizations, on their contribution to a peaceful electoral environment.
According to Charly Ali Musafiri of the Regional Electoral Office (REO),
representing the Coordinator of the Regional Offices in Sector East, UNOCI
initiated the workshop because the mission believed in the capacity of women to
mobilize and sensitize the population on the necessity to promote peace. "I
would like to urge you to fully participate in the political process not only as
mature voters, but also as candidates in the coming elections," he told the
women. Koua Kassi Emmanuel, the Secretary General of the Prefecture of Bouake,
for his part, highlighted the importance of such workshop while Côte d'Ivoire is
resolutely engaged in the electoral process. (...)




 




The Presidential election:
Gbagbo announces possibility of new candidacies

"The authorization of new candidacies does not depend on me. It depends on the
electoral law which states that the candidacies must be known 45 days before the
date of the presidential election. If there are 45 days between the new date of
the elections and the day that date is chosen, the candidacy will be allowed.
But if the length of time between these two dates is shorter than 45 days, the
new candidacies will not be possible", the Head of State said on Wednesday, June
30, 2010, during his meeting with the leaders of the PDCI and RDR at
presidential palace at Plateau. According to Notre Voie of Saturday 3rd and
Sunday, July 4, 2010, that was quoting Mr. Laurent Gbagbo; the President of the
Republic was responding to Henri Konan Bédié who was concerned by new
candidacies. As a matter of fact, the leader of the PDCI does not want the Head
of State to use the famous Article 48 to authorize new candidacies since within
his own party Bédié has to face the anger of his militants because of his
candidacy.




 




The verification on the
provisional electoral list: Sagem accused of sabotage

 – The Independent Electoral
Commission, the Prime Minister's Office, Sagem, the National Institute of
Statistics (INS), the CNSI and the Office of National Identification met on
Thursday, July 1, with the Prime Minister, Guillaume Soro to discuss the
verification of the Provisional electoral. Mr. Soro wanted to know if the
technical operators would be able to respect the deadline of July 26, 2010. This
date is the end of the verification of the provisional voters list and the
handing over of their work. According to our sources, the technical operators,
including Sagem-Security and the National Institute of Statistics (INS),
confirmed that the deadline will be fully respected. However, our sources say
that the French technical operator, Sagem Security, has proposed a "curious"
approach of the verification of the provisional voters list. Although the
proposal was accepted by the Prime Minister's and the Independent Electoral
Commission (CEI), for some actors involved in the process, Sagem's approach
appears to be a "sabotage of the verification operation". In fact, instead of
verifying 1,792,356 petitioners as stipulated by the methodological guide
Sagem-Security wants to work now on 136, 108 petitioners. After trying to reach
Sagem-Security yesterday without success, we approached a source close to the
Prime Minister. Dismissing the allegations against Sagem, the source said that
the company had no intention of sabotaging the process.
