-« The Prime Minister Soro Guillaume and the special representative of the Facilitator of the direct dialogue, Bouréïma Badini, held talks with the chairman of the PDCI, Henri Konan Bédié, on Sunday, 14 February 2010 at his house in Cocody. He met afterwards with Alassane Ouattara.
«The consultations have started and we would like for them to remain secret until we have results», stated Guillaume Soro, after 20 minutes of discussions with the chairman of the PDCI. The Prime Minister, who the President of the Republic asked last Friday to form a new government, wants to ensure the successful implementation of the Ouagadougou Political Agreement, in order to end the crisis in Côte d' Ivoire. With regard to the tense atmosphere created by the RHDP, which according to Djédjé Mady, «no longer recognises Mr. Laurent Gbagbo as head of state, nor the new IEC, nor the new government which being formed», the Prime Minister opted for appeasement and cooperation to ensure that his mission succeeds. According to the head of government, there are no problems with regard to Ouagadougou Political Agreement, contrary to what certain Ivorian actors and observers think. «The head of state in his statement said that the Ouagadougou Political Agreement still exists and in my statement published on Saturday, 13 February, I also said Ouagadougou Political Agreement. - "The Rally of the Houphouetists for Democracy and Peace (RHDP) gave its position on last Saturday on the decision by Laurent Gbagbo to dissolve the government and the Independent Electoral Commission. Considering that he is deviating from the framework of the Ouagadougou Political Agreement, the RHDP said that this decision by President Laurent Gbagbo was invalid. Therefore it says that it no longer recognizes him as the Ivorian head of state. (...). The Ivorian people and the international community followed with surprise and consternation on Friday 12 February 2010 the message of the head of state, Mr. Laurent Gbagbo, broadcast on both radio and television, in which he announced the dissolution of both the Independent Electoral Commission and the government.

Mr. Laurent Gbagbo, having made these serious decisions which endanger our country alone, violates the Constitution, the Resolutions of the United Nations Security Council and all the Peace Agreements namely, the Ouagadougou Political Agreement (APO), to which he desperately attempts to cling as lifebelt. In fact, President Gbagbo's mandate expired since 30 October 2005. Mr. Gbagbo was maintained until today as the Ivorian head of state, in accordance with the terms of the resolution 1633/2005 of the United Nations Security Council. (...) deciding alone and abusively to dissolve the Independent Electoral Commission (IEC) and the government, without taking into account the aforementioned agreements, Mr. Laurent Gbagbo has just denounced these agreements and Resolutions, showing that he wants to confiscate the electoral process. Therefore he is totally outside the law. These decisions by Mr. Laurent Gbagbo are undemocratic and unconstitutional. They are a genuine coup. Consequently the RHDP proclaims that from this very day Friday 12 February 2010, it no longer considers Mr. Laurent Gbagbo as the Ivorian head of state. The RHDP declares invalid the decisions made to dissolve the Independent Electoral Commission and the government. The RHDP will not recognize the new IEC or the new government which is being formed, according to Mr. Laurent Gbagbo's words. [...]"

- "In order to make such decisions, which are extremely serious, in the context of the serious crisis (increasing poverty of the populations, decrease of the economic activities worsened by the power cuts, etc...), Gbagbo uses article 48 of the Constitution whose application can only be made under certain conditions, ("when the institutions of the Republic, the nation's independence, its territory integrity or the execution of its international organizations are seriously and immediately threatened, and that the regular functioning of the constitutional public powers is interrupted") and ("the compulsory consultation of the chairman of the Parliament and the Constitutional Council") which were not met, neither in 2005 nor in 2010; behaving the way he did, Gbagbo went outside the law to be only on the fact: this is Gbagbo the candidate who, using the opportunity, wants to turn the whole electoral process and its results for himself to ensure a planned victory. Dictatorship is imminent. (...).
The PIT demands the resignation of Gbagbo Laurent from his position as the head of state, due to this error and all his influence on the electoral process to make it fail. (...) the Facilitator can only notice with the PIT the outmoded nature of the Ouagadougou Political Agreement. [...]"

Statement of the Convention of Ivorian Civil Society (CSCI) with regard to the dissolution of the government and the IEC by the head of state

"1. The Convention of the Ivorian Civil Society (CSCI) was informed as the Ivorian community, of the message addressed to the nation on Friday 12 February 2010 in the news broadcast at 20.00pm on the First Channel of the Radiofusion Television Ivoirienne (RTI), by the head of state on the dissolution of the government and the Independent Electoral Commission (IEC). (...). With regard to the aforementioned, the CSCI recommends: the establishment of a limited consensual government composed of twenty (20) members maximum which main mission will be to accelerate the current crisis-resolution process without compromising the achievements already made; the reconstitution of the IEC by a major integration of the civil society as the independent electoral commissions of countries like Ghana, Benin and South-Africa(...); recommends the head of state to privilege in any situation dialogue and research of consensus at the national level by associating the civil society, while conducting the next phases of the crisis-resolution process; invites the international community to continue its support and its efforts for Côte d'Ivoire until the total completion of the ongoing electoral process.
