Social Cohesion:
UNOCI sensitises in Attecoubé

The United Nations Operation in Côte d'Ivoire (UNOCI) on Wednesday 5 October
2011, organised a sensitisation session for opinion leaders in the Attecoubé
neighbourhood of Abidjan, on social cohesion and national reconciliation as part
of its campaign known as ONUCI-TOUR. Organised in collaboration with the Mayor
of Attecoubé, the event marked the first edition of ONUCI Tour in Abidjan. Some
100 sessions have already been organized throughout the country since 2009.
Similar sessions will be held in other areas in the city. During the session,
UNOCI representatives urged the population to promote gender equality, social
cohesion and reconciliation in order to establish a peaceful post-crisis
environment.

Fromager Region:
A UNOCI delegation meets local authorities

 – A delegation of the United Nations Operation in Côte d'Ivoire
(UNOCI) led by the Director of Political Affairs, Marguerite Roy, on Wednesday,
held discussions with authorities from the Fromager region led by the Prefect,
Nzi Kanga in Gagnoa, as part of the 17th edition of UNOCI Days. After
explaining the concept of UNOCI, Mrs Roy said: "We are here to listen to you, We
will try to retain your concerns and raise them at a higher level". The
discussions with the local authorities, the mayor and military officials focused
on the Fromager region, the department of Gagnoa and the immediate needs of the
population. « The post-electoral crisis affected the department and the region
but the basic amenities are in place and economic activities have resumed, »
said the Prefect, adding that people had returned to their normal lives.
However, he explained that there were still pockets of insecurity and asked for
UNOCI's help to rehabilitate the court in Gagnoa. Mr. Nzi also raised the
recurrent land problem. The UNOCI delegation and its hosts then went to a centre
in the city where more than 200 people had gathered to receive free medical
treatment.  This humanitarian activity was provided by the Mission's Benin

Legislative
elections: 26 October is the deadline deposit  candidatures

Those who are seeking a parliamentary seat now have a deadline to present their
candidatures. The 26 October 2011 has been retained by the Independent
Electroral Commission (IEC).




 




 





Legislative elections : 55,000 cases on electoral list in doubt /Un coup de
force de Soro.

We wrote on Monday that the tampering with the electoral
list had started. The political developments had given us reason to say so. 
Yesterday, a source close to the Prime Minister's office revealed the size of
it.

The 55,000 people on the list having technical problems will be
reversed.

In effect, the mission of ONI agents scheduled from 9 October has
been simply cancelled by the Prime Minister's Office. During a meeting on
Tuesday in the Prime Minister's Office between the technical structures, ONI,
CNSI and IEC and representatives from the Prime Minister's Office, the agenda
was modified.


Finally only one point was adopted.

Information: it
was decided that the 55,000 legal cases on the electoral list will be reversed,
without going before the authorities competent to search and verify any fraud.
This decision will have serious consequences not only for the forthcoming
legislative elections but also for politics in our country.  




 




Djédjé Mady on
legislative elections: «There will be no RHDP candidates»

The Houphouétists will be in close contacts but everything will
be done to ensure that the candidates stand in the name of their parties.
Alphonse Djédjé Mady, the general secretary of the Democratic Party of Côte
d'Ivoire (PDCI) explained yesterday during a meeting at the party headquarters
with candidates for the legislative elections. According to him, each candidate
from the Houphouétists will also keep the name of their party as well as that of
the coalition.

Legislative
elections 2011/From his place of exile - Charles Blé Goudé demands a
postponement

Based on a the IEC's proposal, the government has fixed a date for the
legislative elections to be held on 11 December 2011 and the electoral college
meet on the same date from 7 am to 17.00 hours.  (...) And the head of state,
Alassane Dramane Ouattara, confirmed the same date by signing a decree after his
arrival from the United States. We would like to make some observations with
regard to the organisation of these legislative elections.  All elections in a
democracy should be transparent so that the results reflect the people's choice.
 In order to do an independent electoral commission was set up to organize the
election and guarantee transparency and credibility
(...) The RHDP is now in power and controls the
electoral commission which has just registered 14 new members, bringing its
number to 31.  
(...)  It is with this electoral commission that Ouattara
would like to organise elections in a country where Kalachnikovs make the law
which brings inot question the security and freedom of the poll.(...)-Considering
that the electoral commission in its present form is under the total control of
the government and could not therefore guarantee a free, fair and transparent
election (...) We demand , - A new composition of the electoral commission in
order to make it really independent; (...) - The postponement of the legislative
elections in order to create the right conditions to hold free, fair and
transparent elections open to all (...)




 




Opening of
parliamentary session yesterday- Mamadou Koulibaly prevents parliamentarians
from getting inside parliament.

 – According to the Ivorian constitution the second session of
the National Assembly must start the first Wednesday of October. Yesterday
members of parliament went to meet but they found their meeting room closed.
Days before that aborted meeting some MPs had sent a letter to the president of
the National Assembly to ask him to convene the members of the institution.
Apparently, the President did not respond to their letter. According to the
parliamentarians present, the door was closed by Mamadou Coulibaly, the
president of the National Assembly himself. For the president of FPI's
parliamentary group, Mr. Koulibaly was the one who was preventing them from
working. He revealed that the President Ouattara had said that the parliament
had been dissolved. For him the constitution does not authorize the President of
the Republic to dissolve the parliament. "f the president dissolves parliament,
it means that he came to power by force. Since April we have not been paid. We
have no money. This is not acceptable ».  According to some sources however, Mr.
Koulibaly cancelled the meeting because the procedure for that meeting was not
respected.




 




 




Ouattara is in
Ghana: is he going to negotiate the repatriation of refugees?

Alassane
Dramane Ouattara is still running. He will today visit his Ghanaian counterpart
John Atta-Mills. Though number of questions will be raised by the two heads of
states, their discussion will surely be about the presence of Ivorian refugees
in Ghana. The new power in Abidjan does not want Ghanaian soil to be the rear
base of an Ivorian rebellion like was Burkina Faso some ten years ago. Despite
missions of good office to ask these refugees to come back home, most of them
are reluctant to cross the border. As matter of fact most of them are members of
Gbagbo's regime (military and politicians) and they fear for their lives. The
only reason for Ouattara's visit is to secure his power despite the massive
presence of UNOCI and Licorne forces to protect him.




 




Ouattara's visit
in the west has been delayed

The first state visit of the president of the republic Alassane Ouattara to the
west planned for October 13 has been delayed. According to Minister Mabri
Toikeuse in charge of its organization, his committee wants to give itself
enough time to make this visit a success.




 




Mentioned in
several criminal affairs, Wattao has been warned by Ouattara and Soro.

The chief of Anaconda is about
to fall in disgrace. On RFI (a radio of the French government) the Interior
Minister of Côte d'Ivoire, Hamed Bakayoko revealed, on Wednesday that despite
Wattao's hard work, he has been warmed many times by the President and the Prime
Minister. They do not appreciate the fact that Wattao's name was mentioned in
several criminal affairs.
