Crisis-resolution process: the unclear action of Young Jin Choi

The new position of the chief of UNOCI, Young Jin Choi, in the Ivorian crisis is
making people anxious. He seems to give priority to the Mission's concerns
instead of the election. (...) in fact Laurent Gbagbo dissolved the IEC and the
government. Côte d'Ivoire has lost two months in this jumble, which takes it
away from election. What does the Special Representative of the UN
Secretary-General do? Nothing. He did not use the Security Council to threaten
(...) worse he makes himself the herald of the resignation of Robert Mambé
Beugré's (ex-chairman of the IEC). He met with all the Foreign Ministries to
make the ambassadors believe anything. He did not take into account the request
for an investigation that Prime Minister Guillaume Soro made to the United
Nations to clarify the affair of the 429 000 applicants who were positively
cross-checked in order to see whether Beugré Mambé did put these person on the
voters' list or not. (...) this struggle is over (...) Young Jin Choi is now on
another front. This time, is giving support to the President in his logic to
disarm the rebels and reunify the country before the election.

The chief of the UN assessment mission, Raisedon Zenenga,
continued on Wednesday in Abidjan, his consultations with the Ivorian political
class. In the morning, he met with the executive of the Ivorian Popular Front
(FPI) after exchanging views with the leadership of the Rally of Houphouetists
for Democracy and Peace (RHDP). At the end of the consultations with the FPI,
led by its Chairman Pascal Affi N'Guessan, Mr. Zenenga explained that he was
continuing his consultations to assess the peace process in Côte d'Ivoire in
order to report to the United Nations Secretary-General. Mr. Zenenga said it was
too early to draw conclusions without having met with all of the involved
parties. However, he pointed out, "We must put an end to the current paralysis
and re-launch the peace process so that all the other components follow".
"Everybody acknowledges that a lot of progress has been made and we just need to
put the final touches to have elections", he said. Before, at the headquarters
of the Democratic Party of Côte d'Ivoire (PDCI), the party's Secretary-General,
Alphonse Djédjé Mady, disclosed the content of the meeting between the PDCI and
the assessment team. He said they reviewed the crisis and examined the
crisis-resolution process. However, Mr. Djédgé Mady said, "we are asking for the
resumption of the process and the organization of elections".

For several weeks now, people are using the dismissal of the Prime Minister as a
bogey. But I am going to tell you something very simple. When the Prime
Minister's advisers asked us to work on the preparation of the meeting with the
Head of State, we asked the Prime Minister to discuss first of all the issue of
confidence and to say "Mr. President, you do not have confidence that we will
lead the process. So Mr. President, we put you at your ease, we tender right
now, Sunday 11 April, our resignation before going further into the
discussion ». And the Prime Minister did it, he did exactly what we asked and of
course, the President, in his firm will to continue the search for peace,
refused this idea and reiterated his confidence in the Prime Minister.

Boisbouvier: "The chairman of the ruling FPI says the 2007 Ouagadougou agreement
states that the disarmament should be completed two months before the election".




Meite Sindou:

"But we do not understand this concern. I outline that "disarmament" is not
mentioned in the agreement. It states well, and maybe they must read it again,
that the demobilization of ex-combatants should be completed at the latest one
month before the date of the presidential election, And the implementation of
the new army, the unified army, one month after the presidential election. But
with regard to the security provision for the electoral tasks in the field,
which is the concern of the presidential camp, the answer is again in Agreement
4. These tasks are, therefore, for the Integrated Command Centre (ICC). The
prime Minister makes other proposals. Licorne and UNOCI could provide support in
the operation of security provision for the electoral process in the field at
the side of the ICC.




 




Military
Prosecutor summons Djedje Mady. Hearing postponed to Tuesday. Ange Kessy
(commissioner of the government): "It would be a serious mistake if he does not
come"

The appearance of Pr. Alphonse Djedje Mady before the military court, scheduled
for yesterday, 14 April 2010, has been postponed to 20 April, said Ange Kessi
Kouamé, the government's commissioner. The military prosecutor said the
postponement should allow Djedje Mady's lawyers "to prepare the defense of their
client". Ange Kessi said "the summons of Mr. Djedje Mady focusses on his hearing
as a witness in a judicial investigation against persons who are supposed to
belong to the Armed Forces and who are reproached to have killed, voluntarily or
not, persons who assembled during a demonstration on 18 February 2010 in
Gagnoa".  He said it was an investigation against the police, "and not against
Mr. Djedje Mady". This is the reason for the military Court's involvement; (...)
and what about if the chairman of the RHDP's executive did not come to the
court? "I cannot imagine this possibility. If he asked for legal assistance, it
means he wants the law applied," he said.

Inter  – The Prime Minister of Côte d'Ivoire, Guillaume Soro, has
decided to urgently implement the Ouagadougou Political Agreement (Apo), blocked
by issues such as disarmament,

reunification
and the single treasury. Accused by the
presidential camp of refusing or being unable to disarm his men, the keystone of
the electoral process, the Secretary General of the former rebel group wants to
prove his good faith and his commitment to honor his signature
. During
the closed session he had with his closest aides last Sunday, April 11,
Guillaume Soro decided to relaunch Disarmament, Demobilization and Reintegration
(DDR). T
he disarmament of the former combatants is a very important step
in the process which was stopped after May 2, 2008. DDR will resume in Korhogo,
which is under the command of warlord Fofié Kouakou (...), who is suspected of
being against Ouagadougou.
