Electoral process- Gbagbo
defies the United Nations

Gbagbo will never stop to surprise us. Last Saturday during the official
celebration of Labour Day at the President's office, the candidate of the
presidential camp presented himself as the master of the electoral game in Côte
d'Ivoire. Talking about the issue of the 5.3 million persons who are registered
on the electoral list, also called the white list, Laurent Gbagbo said he was
the one who is able to certify the electoral list. And he said that the list
will be reviewed. He is therefore re-launching the argument on the issue which
divides the Ivorian political class. Worse, Laurent Gbagbo is challenging the UN
which has certified the white list through its representative in Côte d'Ivoire.
By this statement the Ivorian Head of State is countering the conclusions by the
international organization regarding the certification of the electoral list. He
is also denying its credibility. In this regard, Laurent Gbagbo is saying that
for him, the UN's opinion does not matter in the Ivorian electoral process. But
all the decision-making are his by right. Consequently, we should expect that
the candidate of the ruling party will be announcing the results of the
presidential election. (...)

With regard to the resumption of the appeals process, the Prime Minister's
Office and the IEC have produced a joint statement. What do you think of the
statement?




Doumbia Brahima (RDR):

We regret several points in the statement. First, it is said that the statement
has been produced with the agreement of the political parties, whereas the RDR
has never been consulted on such a decision. Second, we denounce the fact that
the appeals process has been divided into two phases namely, one appeals process
on the grey list and another on the white list. And this does not correspond
with the modus operandi which was decided by consensus while we are in an
extended phase of the appeals process which has been negotiated and obtained by
the Facilitator. The third point is the useless long time for a simple operation
of prolongation. In fact, the remedial phase will last seventy (70) days, that
is to say, two and half months; whereas the appeals process lasts just thirty
eight (38) days. The appeals process has been emptied and prolonged several
times. The duration of this umpteenth extension cannot exceed the extension of
the appeal process. This goes without saying that it is a separate operation.
This
is completely wrong.

Fourth point, the secret timetable does not state when the
definitive list which opens the prospects for the organization of election will
be posted. The fifth point we regret is the establishment of the appeals
committees with the local IECs. The committees are composed of two
representatives of the IEC, two representatives of the CNSI, two representatives
of the ONI and Sagem is an observer. Finally the sixth point, the famous appeals
committees are robbing the IEC of its role.

This is
unacceptable. (...)

Facilitator's deadline »




Nord Sud  -

The resumption of the appeals process is a good thing. But we should take into
account the deadline fixed by the Facilitator during his last visit. The
remaining appeals process should have resumed at the administrative and legal
level. It should have lasted 21 days. We would like the deadline to be
respected. Starting with the white or the grey list, it is already good to
start. Let us respect the 21-day period which was decided.

The appeals process should have resumed one day. But we can not talk about
appeals process because the appeals process is done on the provisional list. We
can talk about pre-appeals process. We agree that we resume since the operation
consists of registering on the provisional list Ivorians who have this right.
(...) The appeals process on the provisional electoral list is aimed at removing
fraudsters and registering those who have the right to be on it (...).

-A delegation of the Prime Minister's office, headed by the Minister Moussa
Dosso, visited Korhogo to resume the process of disarmament and cantonment. For
nearly a week, the delegation held a series of meetings and discussions. It also
visited the ex-combatants cantonment

sites
in
the Forces Nouvelles' Area 10. "The presence at my side of the representative of
the Minister of Economy and Finance is especially important because the
disarmament and centralisation




of



funds

are closely linked. For, whosoever talks about the military aspect of the
conflict, talks about of the taxes and the funds collected from the north. Who
talks about the centralization of state funds, talks about the state financial
agencies  that is to say, the Treasury, Customs and taxes," the head of the
delegation said. "We have signed an agreement and we have promised to have four
zones instead of ten. This is what we are doing. We also have started the
preparatory phase of the regrouping our elements. Too often, there were
politicians and political speeches. Our objective is far from a mere political
dispute. Our objective is the implementation of the agreement" he said. "An
assessment of the work and needs will be done this May. Therefore, an effort
will be made to ensure the rehabilitation and the cleaning-up of the military
sites of the CTK (...) a total of four sites to accommodate 1,300 people: 1,200
elements and 100 trainers. Concerning the centralization of state funds, the
Minister recalled that since 2007, the various financial agencies (Customs,
Taxation and the Treasury) and most of the private financial institutions had
been re-deployed in the Forces Nouvelles' areas.




 




After their second meeting
with the Minister of Interior / Karamoko Yayoro (Chairman of the youth wing of
the Rally for democracy and Peace Rjdp) said: "We maintain our march on May 15"

 - " The March for Freedom will be held on  May 15," Karamoko Yayoro,  the
Chairman of  the Rally of the Youth for Democracy and Peace (Rjdp)'s executive
board said after their second meeting with the Minister of Interior ,Desire
Tagro, on Monday, May 3 at Plateau. President Yayoro indicated that the Minister
Tagro had noted their willingness to hold the march on May 15 "We told the
minister that we maintain our march on May 15". The minister told us that "he
has taken note and that he will let the Prime Minister and the Head of the State
know of our desire to hold the march on May 15. He indicated that he was open to
dialogue and that it was possible that he will contact us again. We are
expecting him to," he said. However, before the next meeting with the Minister,
the President of the Young Republicans asked his militants to be mobilized. "We
ask all those who love peace and democracy to be mobilized for the march on May
15 to demand the elections" he said.

 - The president of the Ivorian Workers Party (PIT), Francis Wodié urged, on
Sunday, May 2 at the Press House of Abidjan (MPA), Ivorians who wanted the
elections now, to create a Front for the elections in Côte d'Ivoire. (...) The
Ivorian Workers Party condemned the double game which consisted of signing
documents and refusing to respect their contents. The leader of the PIT did not
hide his concern. "Anger has invaded us, and violence could spill over as the
only weapon to force the government to organize the presidential elections and
end this crisis, shockingly and artificially maintained" he warned. According to
Francis Wodié, Prime Minister Guillaume Soro and President Laurent Gbagbo agreed
to perpetuate the crisis.
