Press conference – UNOCI will record obstruction to peace process

- The United Nations Operation in Côte d'Ivoire (UNOCI) has set up a Monitoring Committee on any obstruction to the peace process, the Chairman of the committee, Mr. Simon Munzu announced on Monday in Abidjan. Speaking during a press conference at the Mission's headquarters, Mr. Munzu, who is also head of the Human Rights Division, explained that the Committee's work was to record all the incidents, behaviour, actions and decisions which block the peace process and obstruct the work of UNOCI and other international actors involved in the peace process. Mr. Munzu reiterated the Security Council's willingness to impose targeted sanctions against anyone who attempt to threaten the peace process, block the action of UNOCI and other international actors or commit serious violations of human rights and international humanitarian rights. The Committee, created following the adoption of Resolution 1946 by the UN Security Council on 15 October 2010, will also take into account serious violations of human rights and international humanitarian rights, including equal access to state media for everyone and incitement to hatred and violence. It is also charged with identifying the authors of such actions. Mr. Munzu recalled certain points of the Council's declaration, especially the denunciation of the suspension of non-governmental media in Côte d'Ivoire. To this end, the Council recalled that it was essential that Ivorians enjoy full access to several and diverse information in the media and urged the Ivorian authorities to immediately re-establish equal access to state media, as well as the requirements of paragraph 7 of resolution 1933.

Isolation of Gbagbo and his close collaborators – EU decided yesterday: no more travel, freeze on the "refondateurs" possessions

– The European Union increased the pressure on the Laurent Gbagbo regime in Côte d'Ivoire Monday, faced with its refusal to acknowledge the victory of Alassane Ouattara in the presidential election. "These measures will include a ban on visas and the freeze of possessions", states a declaration adopted on Monday in Bruxelles by the European Minister of Foreign Affairs. It explains that the Union decided to immediately adopt restrictive measures targeted against those who oppose the peace process and national reconciliation and particularly threaten the successful conclusion of the electoral process". They will especially target the personalities who refuse the authority of the democratically elected president; a first list should be adopted quickly", the text adds, clearly referring to Laurent Gbagbo and his collaborators. The EU also promises "to take measures to support the democratically-elected authorities" around Alassane Ouattara and invites its diplomacy Chief, Catherine Ashton to "make propositions in this regard". – The diplomatic ballet is going on at the President of the Republic, Alassane Ouattara's home. Yesterday Monday 13 December, the Spanish Ambassador to Côte d'Ivoire, Mrs. Cristina Diaz Fernandez, expressed her country's support to the legal power in Abidjan. On behalf of King Juan Carlos, she congratulated the president elected by the Ivorians. Questioned on the alleged interference in the internal affairs of Côte d'Ivoire as stated by the ex-tenants in power, the diplomat was categorical. She is not involved. She says « This statement was issued by a government that is not recognized » and she added: "The only government which is recognized by the international community is the Alassane Ouattara's government".

Curfew continues
Nord-Sud – (...) The Laurent Gbagbo government renewed the exceptional measure. The arrangement on the curfew which is valid until Tuesday is that the measure goes from midnight to 5 am.

Statement by the Prime Minister to the press: "Côte d'Ivoire is now living in state of emergency"
Le Patriote – Prime Minister Guillaume Soro held a press conference yesterday to announce the end of the break and to say that the government will assume its responsibilities. The Government, reunited this day at 1 pm analyzed the political, financial and economic situation in our country. Côte d'Ivoire is living in a state of emergency. The evidence is the deaths throughout Abidjan and in our cities. The financial situation is catastrophic. (...) The general insecurity paralyses the financial institutions in such a way that it is not sure that the salaries for December 2010 will be paid. (...) Consequently, in accordance with the presidential declaration of the UN Security Council on December 2010, which imposes the installation of the legal government of Côte d'Ivoire, the government decided:
1. On Thursday 16 December 2010, the government will go to the RTI premises to install the newly appointed General Director, Mr. Brou Aka Pascal.
2. On Friday 17 December 2010, in order to face the concerns of Ivorians and put an end to the population suffering, the government will hold a council at the Prime Minister's Office in Plateau.

Confrontations between FDS and FN at the Golf – great damages were avoided yesterday

According to sources close to the Ivorian army, some elements of the Forces Nouvelles seemingly asked the FDS, positioned near the residence of Mrs. Therese Houphouet-Boigny to leave the strategic crossroads because it prevented President Ouattara's visitors to easily get to the Golf Hotel. The FDS refused the instruction. The Forces Nouvelles came back with reinforcements to try to dislodge the FDS. The FDS fell back and returned with reinforcements from the Republican Guard. According to the Forces Nouvelles, the altercation stemmed from the fact that they had been prevented from crossing an FDS checkpoint. (...)

Threats of attack over Golf Hotel –Ivorian army divided regarding blind support to Gbagbo

– (...) The army is not unanimous regarding the attack on Golf hotel. Generally officers are firmly opposed to that option. According to our sources, General Philippe Mangou opposed to the closure of the routes to Golf Hotel. The decision was made by General Dogbo Blé Brunot, who is today the genuine military Chief of Staff of the army of the former Head of State, Laurent Gbagbo. In spite of the hesitation of the military Chief of Staff and some superior officers, the Commander of the Republican Guard instructed his soldiers to erect roadblocks on all the routes leading to the Golf Hotel and to only allow the UNOCI peacekeepers to pass. (...) General Mangou asked the soldiers posted around the golf Hotel to free the route. It should be noted that a genuine malaise is prevailing in the military camps. Most of the soldiers and officers are not ready to follow the Commander in any military initiative.

Guilaume Soro: "This is repeated provocation from the Republican Guard"
Le Patriote – Incidents occurred this morning. The ways leading to the Golf Hotel are still closed. What is your analysis of the situation?
Guillaume Soro: There is no analysis. The President of the Republic is here at the Golf Hotel. The Government lives here under the protection of the United Nations. For 48 hours, we have been subjected to repeated provocation from the Republican Guard. We must distinguish the Republican Guard (RG) from the National Army, the Defence and Security Forces (FDS). This is not acceptable. We therefore ask everyone, especially those in charge of our security, but also the Impartial Forces to quickly contact the Republican Guard to stop provocations. (...)

Statement by the Forces Nouvelles

– The Forces Nouvelles followed with indignation the statement by General Dogbo Blé Brunot, Commander of the Republican Guard on Friday 10 December 2010 at the military headquarters in Treichville in which he said that "the occupation of the Golf Hotel by His Excellency Mr. Alassane Ouattara and people who took refuge there and discredit Côte d'Ivoire everyday, these persons must be dislodged and the Golf Hotel must be liberated". This superior officer by these words incites people to hatred and calls on all his followers to kill the President of the Republic, the Prime Minister, the authorities and all the persons living at the Golf Hotel. The Forces Nouvelles add that such words, in the current environment, are inopportune and serious enough to be referred to international courts, especially the International Criminal Court. (...)

The CNO zones are coming to Abidjan - a march to install Ouattara

- The road was blocked at Djebonoua, 15 km from Bouaké by civil society of Centre, Northern and Western zones. Bema Fofana, Chairman of civil society platform said last week that his movement was going to stop all traffic "until Gbagbo gives up the presidential seat to the legitimate president, Alassane Ouattara". He also added that together with his comrades of the CNO zones, he was planning to hold a long march for the Total Liberation of Cote d'Ivoire on Wednesday. We will go bare hands and that day we will see if the army is Republican or not," he said. In Korhogo, people are moving towards the same steps.

Prime Minister's office- Aké N'Gbo is getting ready to go to Soro's office.

"A team went to the Prime Minister's Office in the Plateau last week to visit the offices. It opened them after an inspection. The team made an inventory and decided to change the locks. It is currently undergoing some changes "an officer said on December 13, 2010.Our reporting team talked with that because they did not get access to the office. The perimeters of the Presidency of the Republic in which the offices of the Prime Minister are located were blocked by the elements of the Defence and Security Forces (FDS) heavily armed.

Why is UNOCI sending its staff away?

- UNOCI is evacuating its non-essential staff to Dakar. That is the info. Why does Choi evacuate his family and his staff outside the country after lighting a fire? If it is so sweet to die, why do they not join Ivorians in dying? Here's how the UN works, it lights a fire and runs away. The post-election crisis in Côte d'Ivoire continues is diversely commented by Ivorian political class. Jean Jacques Béchio founder of the party "For Côte d'Ivoire", a former minister and former Permanent Representative of Côte d'Ivoire to the United Nations is no an exception. Last weekend on National Radio he talked about the new page of Côte d'Ivoire's history. ''The UN that should be a peace organization is setting fire on Côte d'Ivoire. And many Ivorians do not see their interests as they are against Gbagbo. But they must realize that when the fire starts to burn, it is not selective,'' Jean Jacques Béchio said upset. He was criticizing the international community that has, according to him, turned a deaf ear to the rule of law in Côte d'Ivoire.
