Access to
justice – UNOCI hosts workshop

The training workshop for municipal officers on access to justice
organized by NGO Service of Children and Family's Rights (SDEF-Afrique) with the
support of the Rule of Law Section of the United Nations Operation in Côte
d'Ivoire (UNOCI), on Monday, started at the mission's headquarters in Sebroko.
The three-day workshop brings together some forty participants from various
municipalities in Abidjan district. They will be trained and sensitized on legal
instruments and the means to access to justice and the rights of the family.
According to the initiators, the training is an opportunity to teach
participants the best ways that the less fortunate who have no financial
resources can have access justice. (...)

in the search for agreement regarding the white list

Prime Minister Guillaume Kigbafori Soro and his collaborators, the Independent
Electoral Commission (IEC), the technical partners (INS and Sagem Sécurité),
UNOCI, the Special Representative of the Facilitator as well as the President of
the Republic's special advisers met yesterday. The discussions revolved around
the search for agreement to continue the processing of appeals on the electoral
list which will now focus on the white list containing 5.3 million registered
voters, since the appeals process on the grey list has been completed yesterday
as scheduled. "The Prime Minister is still in search of a solution to break the
deadlock; this is the reason for the ongoing meeting we held this afternoon
(yesterday). The aim of the meetings is to harmonize views. We have heard the
presidential camp's evidence but this is only one part of the exchange. So we
cannot draw any final conclusion until we hear the other side", said the deputy
Special Representative of the UN Secretary-General in Côte d'Ivoire, Abou
Moussa. The technical team of the President of the Republic's office led by
Alain Dogou was composed of Messrs Koné Al Moustapha, Kaé Eric, Demba Traoré. In
the case presented and which seemingly impressed the audience by the quality and
the depth of research, emphasis was put on the lack of concordance between the
information provided by the petitioner during the enrolment phase on the basis
of his birth certificate or the auxiliary birth certificate and his registration
in the register of civil status. After the presentation, he planned a technical
meeting for today between the experts of the President's office and the
technicians of the INS and Sagem. But last heard, the meeting has been postponed
because Prime Minister Guillaume Soro demanded to meet the opposition on
Wednesday before making decision. (...)

The information was disclosed yesterday Monday, 31 May 2010 by the weekly
newspaper Jeune Afrique which says under the heading "Confidential": "Present in
Abidjan, Jean Ping, the Chairman of the African Union commission, on 25 May,
made a brief return journey to Ouagadougou where he met with Blaise Compaoré,
the "facilitator" in the Ivorian crisis. Ping, who also met with President
Laurent Gbagbo the day before, said he was reassured by the meetings he held
with both men. For the international community, the objective is to organize the
Ivorian presidential election before October. This is a symbolic date since it
marks the end of the "second term" of Gbagbo, elected in October 2000 for five

ex-rebels - Wattao to ex-combatants: "... if you do not put down your arms, you
will be considered an enemy of peace..."

The tone was firm yesterday at the Territorial Company of Korhogo (CTK) during
the first stage of the sensitisation campaign on the disarmament process aimed
at soldiers of the Forces Nouvelles (FN) in the Savanes region.

The process is due to start
on 15 June with the cantonment of troops in Korhogo.

In the presence of Fofié Kouakou
Martin, the com-zone of Korhogo, and a team from the National Programme for
Community Reinmsertion (PNRC), Issiaka Ouattara alias Wattao, deputy chief of
staff of the Armed Forces of the Forces Nouvelles (FAFN) sharply warned the
former rebels who are not intending to obey the order to lay down their weapons.
"After 15 June, if you do not put down your weapons, we will consider you as an
enemy of peace," he warned.  After that he explained the context of the meeting.
"It is with regard to finding a definitive end to the crisis which the country
has been going through since the ceasefire. Everything has an end. The war has
ended and it is time for us to normalise things. The Prime Minister sent us to
give you this message' » he added.

ONUCI FM: Minister, you talk of the
cantonment of ex-combatants. You say this with ease but on the ground it is not
as easy as that.

But nothing is easy. We have always
evolved in difficulties because a lot of interests are at play.

And there are two armies. It
is a question of everyone's future. We have to give assurances.

I believe that the president of the
republic and the Prime Minister are in the process of doing everything to ensure
everyone's future. All interests will be served and consequently, what appears
to be difficulties today will be resolved.




ONUCI FM : You have attempted to
launch this operation several times and it didn't work. Why do think it will
work this time?

You know it was a financial problem. Today we have the effective support of
international organisations.




ONUCI FM: Which
organisations?

:
We have for example the UNDP, the World Bank who have come to help us with
regard demobilisation because that is where the real problem lies. Those who are
eligible for cantonment will be Ivorian soldiers. So their problem has been
solved. Those who are in the mixed units, their problem has also been resolved.
The real
problem.  
The real
problem lies with those who are not eligible for these two operations.  They
have to be demobilised. We therefore have to find either 500 000 f or some
projects. Côte d'Ivoire today does not have sufficient means for that. Therefore
we have to get financial help from international organisations and we found the
World Bank and UNDP very receptive to our needs.  




ONUCI FM: And when is the operation
is going to start?

You know, we need to carry out a lot of consultations.

It is a technical operation.
We must allow the
military to say what is necessary in order for us to start the cantonment
operation effectively. I would not like to give any dates but I can tell you
that in three months, you will see progress.

Blessy jean Chrysostome, lawyer for the PDCI, commented in the « Nouveau
Réveil » on Saturday, 29 May on the case being pursued by the Military
Prosecutor, Ange Kessy, against Professor Alphonse Djédjé Mady,
secretary-general of the PDCI. Speaking about the government commissioner the
lawyer said: «  Ange Kessy is playing Zoro ». In response, the Military
Prosecutor (...) said that «  (...) Nothing is going to stop us, not even the
rantings of a drunken lawyer.

Moreover, everything
is now ready to pursue Djédjé Mady » (...) .
