Electoral
process: the no.3 of UNOCI reveals: "the basket fund has right now 14 million
Euros available"

The number 3 of UNOCI revealed on Wednesday 18 August 2010, in an interview with
ONUCI-FM that the basket fund made available for Cote D'Ivoire by the
international community to finance the crisis resolution process is regularly
replenished. The UNDP-managed basket fund currently amounts to approximately 14
million Euros.  "About 14 million Euros are currently available in the basket
fund to finance the electoral process," the new Deputy Special Representative of
UN Secretary-General for Côte d'Ivoire, Ndolamb Ngokwey said on Wednesday in
Abidjan during an interview with UNOCI- FM. "With the political decision
regarding the upcoming elections, it will be possible to mobilize more
resources," Mr. Ngokwey, also Humanitarian Coordinator and Resident Coordinator
in Côte d'Ivoire said.




 




Threat on
October, 31 2010- there is arm twisting between the prime minister's office and
the Independent Electoral Commission.

There is a big  misunderstanding between the Independent Electoral Commission
(IEC) and the Prime Minister's office. Their disagreement stems from the respect
of the date of the first round of presidential elections. While Prime Minister
Soro wanted a precise date for the presidential election, the members of the IEC
proposed the month of October as a conducive time and stated at the same time
that "there are initial conditions to be fulfilled". During a recent meeting in
Yamoussoukro, the government was compelled to force President Youssouf Bakayoko
to give October 31 as the date of the first round of the presidential election
before imposing it on the IEC. On the field, however, antagonisms have surfaced
among members of the Independent Electoral Commission. Serenity within the
institution has gone. In this context, to boost the process and respect the date
of october 31, 2010, Prime Minister Soro recently set up  "a Working Committee''
with the IEC, SAGEM, INS, UNDP, EU, UNOCI and the Representative of the
Facilitator. [...]However, in an interview, on Thursday, August 19, 2010 with Le
Nouveau Reveil newspaper, the spokesman of the IEC, Yacouba Bamba, denounced a
plot against the institution. [...].




 




Abengourou – A
protest march planned for tomorrow

People from the North of Côte d'Ivoire resident in Abengourou are
not happy. During a meeting on Wednesday, they said they did not understand why
the names of many Northerners in Abengourou were being removed from the
electoral list. They are revolted by the fact that none of the accused is
aware of the pending court hearings on demands for the deletion of certain names
from the electoral list. "The hearings will start Friday and none of the accused
has received summons from the judge. If they are absent to defend themselves the
judge will interpret it as a proof of their guilt, and they will be removed from
the list." (...) for this reason they have decided to organize a peaceful
march tomorrow, to express their anger

Disinfect, like the term extirpate, clean, was a part of the lexicon of the
presidential camp to demand the withdrawal of "fraudsters" from the electoral
list. We thought that this kind of expression belonged to the past. We were
wrong! It has reappeared. The boss of the campaign of Laurent Gbagbo used it
during a town hall meeting organized by the executive board of the National
Campaign of the Head of State. Issa Malick Coulibaly was denouncing attempts by
the opposition to "tamper" with the electoral list. He said that the
presidential camp has to get a clean list. "The list is about to be disinfected
so that we can go to elections with a list that conforms with the electoral
code," he said. [...]




 




Some FPI
militants are threatened with death after denouncing many cases of fraud.

The electoral process in Côte d'Ivoire is facing real threats as noticed in
several localities of the country. Some 3,000 cases of fraud have been uncovered
on the provisional electoral list recently posted in Youpougon by the
Independent Electoral Commisssion (IEC). According to Jean-Félicien Gbamnan
Djidan, the Divisional Campaign Manager (Ddc) of Laurent Gbagbo in Yopougon, the
city is full of many cases of fraud. These include people who have been enrolled
with false documents. Proven cases of fraud have been brought to the attention
of the local IEC of Yopougon. Unfortunately, there are also many obstructions
that prevent claimants to get through their procedures to remove those who
should not be on the provisional electoral list [...]. The commissioners of
local IEC, activists of the Rally of Republicans (RDR), before these irrefutable
evidences, have decided to serve their political party. They have posted on
their website, information regarding the teams constituted by Mr. Djidan (...)
Today these people are wanted and threatened with death.




 




Korhogo The
court decision on the appeals expected today.

This morning, the court of Korhogo will rule on numerous requests for the
removal of names from the electoral list. The Divisional Delegate for the
campaign of ADO, Kone Lacina said with supporting evidence that these requests
by the FPI were inadequate and childish.




 




Disarmament and
cantonment of ex-combatants: the launching ceremony, tomorrow

The staff of the Forces Nouvelles eagerly wanted to accelerate the
implementation of the disarmament and the cantonment of the ex-combatants.  A
timetable was given to the Minister of Defense in the middle of last week.
According to a source close to the Forces Nouvelles, these operations will end
at the end of this month on one condition, however, that the disbursement of the
funds scheduled by the Treasury is respected. To show their good faith, they
planned on Friday, in Séguéla, to launch the program of cantonment.
