congratulates UNOCI

The Special Representative of the United Nations
Secretary-General for Côte d'Ivoire, Y.J. Choi, yesterday exchanged views with
the diplomatic corps regarding the organization of the presidential election
held on 31 October. The one-hour meeting took place at the headquarters of the
United Nations Operation in Côte d'Ivoire (UNOCI) in Abidjan. After the meeting,
Monsignor Ambroise Madhta, doyen of the diplomatic corps, told the press that he
received information on the different phases in the first round of the election
as well as explanations on certification. He noted that the election was
peaceful in spite of minor shortcomings. In this regard, the prelate reiterated
the international community's congratulations and encouragement to UNOCI and Mr.
Choi for their work and efforts.



 




Military Manœuvres - Bonoua
opposes Licorne's presence

A large contingent
serving in the Force Licorne was forced by the population of Bonoua to go back
to its headquarters in Abidjan. They were opposed to the French soldiers'
military manoeuvres in Allohoré and the surrounding area. Early on Monday
morning, a group of French soldiers crossed the city of Bonoua to move to the
village of Allohoré to carry out, according to their leaders, military
exercises. The local population which considered that the visit was
inappropriate opposed it and informed the first traditional chief of Bonoua.
During the exchanges between the French military hierarchy and the traditional
authorities, the soldiers said that the routine military manoeuvres had been
authorized by the Military Chief of Staff (CEMA) of the Ivorian army. This
argument was however countered by the M'man, the traditional authorities, who
pointed out the delicate context of the electoral period and mistrust which now
prevail between the local population and the French military force, which
carried out suspect operations in 2002, during the crisis in some villages in
the locality. And they explained to the military force that they will not allow
such manoeuvres on their land, since they had not been informed by the national
authorities. Despite the intervention of the military hierarchy in Aboisso and
Abidjan, the local traditional leadership together with the youths did not
change their minds. (...)




 




Military chiefs envisage
increasing their troops

The Prime Minister
Guillaume Soro yesterday met the commanders of the Defence and Security Forces,
the Armed Forces of the Forces Nouvelles, Licorne and UNOCI at his office.  The
objective: To discuss the security provisions for the election on 31 October and
see whether there was more to do to the second round.   After the meeting, the
spokesman for the four generals, Soumaïla Bakayoko, admitted that there were
still difficulties on the ground: «The number of troops agreed on according to
the security plan for the election proved to be insufficient. Naturally we had
to re-adjust the numbers in order to have the minimum security which you saw
during the election".  In this regard, he said that logistical problems had
cropped up. To overcome this deficit, General Bakayoko said that each force had
to make the effort necessary. Concerning the second round scheduled to be held
on 28 November 2010, he said that all the forces will meet in Yamoussoukro soon
as part of the Integrated Command Centre to agree on the measures that need to
be taken to ensure that the election is secure and peaceful for the good of the
population. In order to do so, the general announced that the number of troops
will be increased. The troops will be deployed on the ground 72 hours before the
election.

IEC
press release – The campaign starts on 20 November

he
Independent Electoral Commission (IEC) welcomes the acceptance by the Government
of the date of 28 November 2010 for the holding of the second round of the
election for the President of the Republic.  By the application of  decree
N°2010-282 of 12 October 2010 fixing the duration of the election campaign for
the election of the President the Republic, the electoral campaign will be held
from 00 hours on Saturday, 20 November 2010 to Friday, 26 November 2010 at
midnight.  It appeals to the two candidates and their headquarters to organise a
safe and peaceful electoral campaign as was the case during the first round. The
IEC urges the population to stay calm and serene and assure them that everything
will be done to ensure transparency during the election.

Chairman Alassane Ouattara – RHDP supporters hand in hand

All for one and one for all! This was what was shown yesterday in Cocody, at the
headquarters of the PDCI, which is from now on the headquarters of the RHDP (Rassemblement
des Houphouétistes pour la démocratie et la paix)
, by the supporters of the
PDCI, RDR, UDPCI and the MFA. (...) The ambiance was at its peak when former
president Henri Konan Bédié announced Alassane Ouattara as the RHDP candidate. A
13.45, he explained what was going to happen with the rally of   Houphouétists.
He said he was going work under the authority of former President Bédié and no
decision will be taken without the approval of the Chairman of the PDCI. The
adrenalin level was steadily increasing. They were dancing. Cries of joy in the
headquarters of the RHDP.  « Gbagbo is finished », shouted one supporter. And
when the RHDP candidate said he had the solution to change the life of every
Ivorian and that enough was enough, one could see that everything was in perfect
harmony with the Houphouétists.

Ado promised to face up to
challenge. 
There was
total agreement and everyone started shouting ''It's going to be hot for
Gbagbo''.

n°2010-11 of 8 November 2010 regarding the programmes "At the heart of the
debate" and "Election Platform"

National Council of Audiovisual Communication, (...) Decides:




Article 1- During the second round of
the presidential election, radio and television discussion programmes entitled
«At the heart of the debate» and «Election Platforms» will be organised. 2-
Representatives of the two candidates will take part in these programmes.




Article 2 -

The programmes will be 90 minutes long.

Article 1 :

1.

Time
dedicated to the campaign will be as follows: Reports in the main news
programmes on television and radio – magazine programmes - special programmes
produced by the candidates; - « At the heart of the Debate » on television ; -
"Election Platform" on radio. - «Face to face»;

 
2. For the second round
of the presidential election, the candidates will have three reports each in the
main news programme at 8p.m. on television and 6p.m on radio.  3. The air time
given to each report will be : - Television : 2 minutes 30 seconds including one
minute of speech; - Radio : 2 minutes including 1 minute of speech.
