Resolution 1820 celebrated in
Toumodi

The Gender Unit of the United Nations Operation in Côte d'Ivoire (UNOCI)
organized in Toumodi, 230 km north of Abidjan, the celebration of the second
anniversary of Resolution 1820 of the United Nations Security Council. In this
regard, the celebration will last two days, namely on 18 and 19 June 2010. On 18
June, a round-table on the theme: "Sexual violence against women and girls in
post-conflict period: strategies and means of action for Côte d'Ivoire", has
been organized at the Mayor's office in Toumodi with State institutions, the
Security and Defence Forces (FDS), local groups and men and women associations,
civil society organizations, traditional and religious chiefs and international
partners. Eva Dalak, chief of the Unit, in her opening speech for the
round-table, explained the reason for the choice of the town to celebrate
resolution 1820: "The choice of Toumodi is based on women's initiative to
organize a march in December 2009 to show that they were fed up with Gender
Based Violence (GBV)." (...) Simone China, Mayor of the municipality, said she was
grateful to UNOCI for having chosen her municipality and for everything UNOCI
provides for the well-being of women in Côte d'Ivoire. (...) The District Prefect,
André Epkonon, who was presiding over the opening of the round-table, welcomed

Guibéroua – UNOCI promotes
peaceful elections

Guibéroua was the tenth and last leg of the first edition of UNOCI days.
Objective: creating a peaceful environment between the populations for a
peaceful electoral period. The central theme of the activities which lasted from
15 to 18 June was: "The populations of Guibéroua and UNOCI, hand in hand for a
peaceful electoral environment". Over 400 persons were given free medical
consultations the first day. Afterwards, the press conference was held and
hosted by the deputy Spokesman for the UN mission. (...) The event was led by
UNOCI's deputy Chief. Abou Moussa reaffirmed his as well as UNOCI's satisfaction
for the success of the days. He encouraged actors to execute the phases of the
Ouagadougou Political Agreement, and announced the imminent opening of an "ONUCI
FM" radio station in Gagnoa. The sports and cultural activities with a free
concert by Lukson Padaud and brothers Sehia took place on the third and last
day.

In agreement with the President of the Republic, Mr. Laurent Gbagbo and after
consultation with the members of the Permanent Consultative Framework (CPC)
stemming from the Ouagadougou Political Agreement (OPA) and the partners to the
peace process, the Prime Minister, Mr. Guillaume Kigbafori Soro, informs
Ivorians that the State of Côte d'Ivoire has decided to create a mechanism for
checking the provisional electoral list in order to reassure political actors,
reinforce the transparency of identification operations and electoral process.
The checking of the provisional electoral list known as the "white list", starts
on Monday 21 June 2010. It will be conducted according to a methodology which
resulted in the production of a technical guide whose principles and general
outlines have been adopted on 4 June 2010, after several successive meetings, in
the presence of UNOCI, the Special Representative of the Facilitator and all the
structures  involved, namely: the Independent Electoral Commission (IEC), the
National Commission for the Supervision of Identification (CNSI), the National
Office of Identification (ONI), the National Institute of Statistics (INS) and
Sagem Sécurité. The members of the Permanent Consultative Framework (CPC) gave
their consent for this method of checking. The checking will involve the
petitioners who were positively cross-checked by their ancestry, registered on
the provisional electoral list known as "white list", according to legal
information. The population involved in this operation will not have to move.
The checking operation will be coordinated by the Prime Minister's Office. In
this regard, at the central level, it will be conducted by the institutions
involved, in the presence of representatives of the CPC, UNOCI and the
Facilitation Office. At the local level, the work will be carried out by 79
departmental checking committees, including 10 for Abidjan district. The results
of the checking will be handed over to the Prime Minister. A communiqué by the
Prime Minister will mark the end of the checking operation on the provisional
electoral list. (...)

The Prime Minister has just launched an operation to verify the electoral list
based on a methodological guide which is said to be consensual. Have you read
this guide? What does it say?

:
Yes, we worked on the guide and we have agreed on the two steps it contains.
There is the agreement and the guide which shows how the verification should be
conducted. The agreement says that the audit should not exclude anyone from the
list. Secondly, the audit should be done at the same time as the appeals and
thirdly, this operation should not delay the electoral process.

The statement from the Prime Minister's office did not mention the end of the
verification process. Do you not think that this is a denial of what you have
just said?

While we welcome the commitment of the Prime Minister to revive the electoral
process, we regret that the statement does not give a timetable for the audit.
The Prime Minister knows very well that the timetable of such an operation has
always been the concern of the political parties, including the RDR.

The verification process should be done in parallel with the appeals. We, the
RDR, hope this operation will lead to the final electoral list.

The verification is coordinated by the Prime Minister. It seems that the
Independent Electoral Commission (IEC) no longer has a role to play in this
matter?

:
This operation does not affect the IEC's prerogatives. For the IEC has already
claimed that it was not competent to decide on issues relating to civil status,
that is to say, questions of identity and nationality.

organization of the Hajj, toxic waste, Sagem Security: Gbagbo asks the
Prosecutor for an investigation.

 – Ivorians, my dear fellow
citizen, on June 2, 2010, during a symposium held at the National Assembly on
the 20 years of multipartism in Côte d'Ivoire, Mamadou Koulibaly, President of
the National Assembly, accused Mr. Désiré Tagro, Interior Minister of recruiting
many young people of his tribe at the National Police and of having negotiated
the Ouagadougou Political Agreement that has failed. In view of these
statements, some media, including these charges, have also accused the Minister
of Interior of misusing not only the money allocated to the organization of the
Hajj but also embezzling the compensation paid by Trafigura to the victims of
the toxic waste. Faced with such accusations, the President of the Republic has
today asked Mr. Raymond Tchimou, prosecutor at the Court of First Instance in
Abidjan, Plateau, to investigate the following specific facts: 1. how many
students from the districts of Saïoua and Nahio passed the exam of the National
School of police, from 2007 to 2009? The prosecutor is asked to check out if the
Minister of the Interior directly or indirectly bargained places or prevented
any bargainer from being prosecuted. 2. Did the Minister of Interior misuse the
money made available to the 2007, 2008 and 2009 editions of the Hajj? 3. Did the
Minister of Interior embezzle the money paid to the State of Côte d'Ivoire by
Trafigura as the compensation paid to the victims of toxic waste? 4. has the
Interior Minister received alone or with others (including the Prime Minister),
the amount of ten billion FCFA as commission paid by SAGEM Security. The
prosecutor shall within a period of one month from today, prepare reports of its

APDH mission attacked in

Four members of the NGO Action
for the Protection of Human Rights (APDH), one of them seriously injured are in
shock. According to the reports of connectionivoirienne.net, a delegation of
four members of the APDH on mission in the northwest of Côte d'Ivoire, under the
control of the former rebellion, was attacked by heavily armed men some 22 km
from Odienné, the capital city of the Denguélé at 19:00 Pm. According to some
sources this mission was going to Odienné as part of the nationwide campaign for
the reform of the National Commission of Human Rights (NCHR- IC).
