PRESS REVIEW FOR MONDAY, 17 JANUARY 2011

Gbagbo – Ban
Ki-Moon – The dialogue of the deaf is ongoing

Nord Sud  –

The macabre evaluation of killings is increasing while the UN Secretary-General
and the incumbent are neutralizing each other over the departure or the
maintenance of the United Nations Operation in Côte d'Ivoire (UNOCI). (...) The
latest media tirade goes back to last weekend. On Saturday, Mr. Gbagbo told his
government that he « reiterated the departure » of the UN forces from Côte
d'Ivoire. In response to that "request", Mr. Ban Ki-Moon said that the UN forces
"will not be intimidated" in the management of the post-electoral crisis.

Laurent Gbagbo's
departure – Military resort envisaged by the United Nations

Nord Sud  –

A military intervention to dislodge the incumbent of the Republic of Côte
d'Ivoire, Laurent Gbagbo, is not to be excluded, in spite of all the attempts
for a peaceful resolution of the post-electoral crisis. This alternative is much
debated by the United Nations. In fact, at the UN Security Council, two
permanent members, Russia and China could stand against such a decision. However
(...) the ECOWAS does not need the UN's authorization to attack.

(...)

The United
Nations reiterates its determination

(...) Joseph Deiss
seized the opportunity of his meeting with the newly-appointed Ivorian
ambassador to the UN to congratulate the leadership of the UN Secretary-General,
Ban Ki-Moon, as well as "the determination of the member States and the
international community to bring about legitimacy and democracy in Côte
d'Ivoire." [...]

Golf Hotel – Is
Ouattara out of his bunker?

Le Nouveau
Courrier–

(...)The South-Korean ally of Alassane Ouattara, Young Jin Choi, on
Saturday went to the Republic of the Golf Hotel on board of a helicopter (the
air taxi) of the colleagues of the Nouveau Réveil, Patriote, l'Expression,
Nord-Sud and L'Intelligent d'Abidjan to hold a long interview (3 or 6 pages)
with Guillaume Soro (...) All along their brief visit to the Golf "State", the
journalists did not see Alassane Ouattara. (...) What is surprising is the fact
that the journalists have been instructed to affirm that Alassane Ouattara is at
the Golf Hotel and they saw him.

Rumour on the President of the
Republic – Alassane Ouattara is working

Le Patriote  –

Rumours and lies. This is the FPI's favourite pastime. Since Saturday, Gbagbo's
activists are activating a rumour according to which the President of the
Republic, Alassane Ouattara, is not well. Some people are even announcing the
worse.

This is a lie and a dream. It is false.

The Head of State, Alassane
Ouattara, is working to help Côte d'Ivoire take the way to development. (...)

Guillaume Soro's interview –
Post-electoral crisis, violence and human rights violation ...

L'Inter

[...] Why did the IEC Chairman announce the results at the Golf Hotel?

Guillaume Soro: (...)

The IEC's chairman called me. He said: « I am in danger. Mr. Prime Minister, you
are in charge of the crisis-resolution, can you ensure my security" I asked him
to come and meet me at the Golf.

He came to the Golf.
He had the results.

He said: « Mr. Prime Minister, I want to announce the results but
I know that if I go to the IEC I will be killed (...) the results are here, I can
give them to you on line, Mr. Ouattara is the winner. I therefore took my
responsibility; I will announce the results here at the Golf hotel".

(...)

L'Inter: Mr. Prime Minister,
it is also said that he was alone when he was announcing the results...

Guillaume Soro:

Show me only one article of the electoral code, of the IEC or the Constitution
which states that when the IEC's Chairman has to give the results, he should be
surrounded by everybody. (...) He had the authority, the power and mandate to
announce the results on behalf of the commission. (...)

L'Inter: When should the
representative of the Secretary-General certify the results, before or after the
Constitutional Council's decision?

Guillaume Soro:

He should certify the elections after the national institutions. And he did it.
(...)

L'Inter: Mr. Prime Minister,
observers are talking about a third candidate which is the army. That is to say,
since both candidates are fighting, why not taking the power for a transition?

Guillaume Soro:
(...) Today we have already
had a democratic and transparent election. The army, therefore, should yield to
the legitimate president.

[...]

L'Inter:

You said that the FAFN were ready to support the ECOMOG's troops

Guillaume Soro:

This will be the application of international law and legacy. (...)

L'Inter: when
are the troops scheduled to arrive?

Guillaume Soro:

You know that ECOMOG will hold a meeting next week in Bamako (Mali). It is their
responsibility to determine the date of their action in Côte d'Ivoire [...]

L'Inter: The
operation"dead country" is announced for this week. Do you have deadline

for your fight?

Guillaume Soro:

[...] In Tunisia it is about one month. In Côte d'Ivoire, may be it is more than
two months. The most important thing is that people remain determined. (...) I am
sure that we will succeed in our revolution. And Gbagbo will leave.

representatives and election supervisors of the Forces Nouvelles zones said:
"The invalidation of the election in the northern regions is a nonsense."

Le Nouveau Réveil -
[...) According to a
group of LMP election supervisors the decision by the constitutional council to
invalidate the electoral results in the Northern regions is a nonsense. No one
has prevented the LMP supervisors from being in the polls the group said.
According to these supervisors, the election in the Forces Nouvelles zones was
fair and transparent.

Employment, Charles Blé Goudé asked Anono youths on Saturday to be ready to
