meets Choi

A delegation of the Rally of Houphouetists for Democracy and Peace (RHDP) led by
Jeannot Ahoussou Kouadio, yesterday met the Chief of the United Nations
Operation in Côte d'Ivoire (UNOCI), Y.J. Choi. The discussions revolved around
the preparations for the second round of the presidential poll. The delegation
of Houphouetists stressed the need for improved security arrangements and voting
conditions.

(...) The completion of the crisis-resolution process has never been so close.
Realizing this achievement required some people's intelligence and courage but
especially other's rigour. Among the leaders, we remember the frail silhouette
of the Special Representative of Ban Ki-Moon, in Côte d'Ivoire. Young Jin Choi
himself. Since he first arrived in Abidjan, Choi has been cultivating the rigour

Second
round: UNOCI announces transportation of heavy electoral material on Friday

The Chief of the Electoral Assistance Division (EAD) of the United Nations
Operation in Côte d'Ivoire, Ahmedou El Becaye Seck, announced in Abidjan that
the polling booths and the seals will be transported on Friday from Yamoussoukro
and Vridi's headquarters to the country's hinterland. Speaking at the mission's
weekly press conference held on Thursday, Mr. Seck added that the convoy of
electoral documents and indelible ink will start soon and he outlined that a
particular emphasis should be put on the printing of stickers and the
finalization of the ready-for-printing documents, with a view to a good
organization of the second round of the presidential poll on 28 November. (...)

the operation for the transportation of the presidential poll's tally reports.
(...) « UNOCI intervenes in the domain of vote's registration, the IEC is
responsible for transporting the tally reports and UNOCI provides it with
resources and recommends that the transportation of the tally reports is done in
the presence of an IEC officer", said Ahmedou El Becaye Seck, announcing that
exceptional measures will be taken by UNOCI to help the IEC transport the
individual tally reports of the polling stations in Abidjan and Bouaké district
during the second round.

Second
round of presidential poll: Media are sensitized again

The Chief of the Public Information Office of the United Nations Operation in
Côte d'Ivoire, Hamadoun Touré, on Thursday in Abidjan, announced the holding of
a meeting on the role of media for a successful second round of presidential
election. Speaking at the UN mission's weekly press conference, UNOCI's
spokesman said that the meeting, which will be attended by the Minister of
Communication, Ibrahim Sy savané, and the Special Representative of the UN
Secretary-General, Young Jin Choi, will take place on Tuesday. Organized by
UNOCI in collaboration with the Ministry of Communication, the National Council
of Press (CNP), the National Council of Audiovisual Communication (CNCA) and the
professional organizations in the sector, the meeting is aimed at reinforcing
snesitisation of the media for the maintenance and preservation of a peaceful
electoral environment, Mr. Touré said. (...)

to Ivorian people and the candidates

1. His Excellency Blaise
Compaoré, President of Burkina Faso, Facilitator of the inter-Ivorian direct
dialogue, extends his warm congratulations to Ivorian political actors and the
Ivorian people for their strong engagement and civic attitude observed during
the first round of the presidential elections peacefully held on October 31,
2010.




2. However, drawing on lessons from physical,
technical and financial difficulties that marred the voting process, the
facilitator strongly urges the Government, the Independent Electoral Commission
(IEC) and the partners involved in the election to take corrective measures for
the holding in the best conditions of the second round of the presidential
election on Nov. 28, 2010.




3. In this context, the facilitator invites the
Ivorian actors and partners, to particularly ensure the deployment and the
availability of election materials on time. He also invites the partners to
train and sensitize the population on the civic behaviour of the population, to
reinforce the capacity of electoral officials, including members of local
electoral commissions. He recommends the necessary funding on time of the
election process, the consensual mechanisms of transmission of the electronic
and manual voting results and their publication. (...)




5. A few days before the opening of the campaign,
the facilitator, Mr. Blaise Compaoré, solemnly calls on the Ivorian political
class and particularly the two candidates, Laurent Gbagbo and Alassane Ouattara,
their staff and supporters, to avoid violence during the second round as was the
case during the first round. (...)

second round of the Presidential Election - The Independent Electoral Commission
presents 50,000 specimens of the ballots and 100,000 posters to candidates

The President of the Independent
Electoral Commission, Mr. Youssouf Bakayoko has officially presented on
Thursday, November 18, 2010, specimens of ballots and posters to the two
representatives of the candidates Gbagbo and Ouattara. Each candidate received
50,000 specimens of the ballots and 100,000 posters. The international
observers, several ambassadors were present at the ceremony. Dr. Issa Malick
Coulibaly, the National Campaign Manager of Laurent Gbagbo and Mr. Jeannot
Ahoussou, National Campaign Manager of Alassane Ouattara were seen talking
together before taking a picture with the President of the IEC.




 





Press
Release of the Forces Nouvelles

According to information posted on
Thursday, 18 November 2010, the Forces Nouvelles had allegedly suspended the
broadcast of national television on Monday, November 15, 2010. This same
information reported that the local television (TVNP) had broadcasted the
ceremony held in Yamoussoukro on the same day by the RHDP. At the request of
leaders of the Forces Nouvelles, an audit conducted onsite has failed to confirm
such information. On the contrary, the National Television is still well and
truly aired in Bouake. Even though the ceremony of the RHDP was broadcast, it
was after the news of the National Television. As a matter of fact, strict
instructions have been given to civilian and military authorities of the Forces
Nouvelles in Bouaké to enforce the respect of the arrangements agreed for media
coverage of the electoral period in CNO zone.




 




The National Armed
Forces will be deployed on Monday




L'Intelligent d'Abidjan  –

The National Armed Forces of Côte d'Ivoire will be deployed in the Forces
Nouvelles' zones on Monday, November 22, 2010 to secure the second round of the
presidential election in these areas, as requested by the head of state Laurent
Gbagbo. They will remain there until the end of the election.
