Ban Ki-Moon appeals for calm and dialogue

- «The Secretary-General and his Special Representative for Côte d'Ivoire is closely following the evolution of the situation in Côte d'Ivoire and pursues their consultations with the different parties concerned following the announcement on Friday, of the dissolution of the Government and the Independent Electoral Commission. » declared a communiqué. The Secretary-General urge Ivorians to keep their calm and abstain from any action that might lead to violence, it added. - « The Special Representative of the UN Secretary-General in Côte d'Ivoire was with the Chairman of PDCI-RDA yesterday. He made the following statement after the meeting.
« The meeting is part of consultations that I have been having with all the protagonists of the Ouagadougou Agreement during the last few days. We have anew situation which I can only describe as delicate. If this impasse continues, it will be dangerous because we cannot ignore the fact that tension is rising. We must quickly find a solution. To do so, we must keep a perspective based on three principles. The first, we must preserve past achievements including the provisional electoral list which produced 5, 300 000 persons who have been cross-checked and 1, 033 000 persons who have not bee cross-checked. We must ensure that the appeals operation ends well. The second principle is the definitive electoral list. A definitive list must be established as soon as possible. The third principle concerns the current political situation, to which a solution must be found quickly and calmly in order to maintain the electoral dynamic which is a little weak. We cannot allow it to become even weaker. We must maintain the dynamic so elections can be held as soon as possible.»

The Special Representative of the UN Secretary-General, Y.J. Choi is not without responsibility in the mounting tension which had ended in a situation of no return. There is nothing to justify Mr. Jin Choi presence in Côte d'Ivoire. Current events show that the South Korean does not have the caliber to be an effective representative of his compatriot Ban Ki Moon, the Secretary-General of the United Nations (UN)). The crisis started and developed around accusations of fraud by Laurent Gbagbo who claimed that the Chairman of the Independent Electoral Commission (IEC) wanted to insert the names of 429,000 petionners on the definitive electoral list without going through the proper procedures. The years of effort carried out by the international community in Côte d'Ivoire from the start of the political-military crisis have passed without achieving anything, mainly because of Mr. Choi, who did not act in time and who is more interested in his carrier than in the plight of Ivorians.[..] »

After the dissolution of the government and the IEC: Blaise Compaoré asks Gbagbo to "respect the OPA"

- "Sources close to the Burkinabé president's office, said to AFP, yesterday, Tuesday, 16 February 2010, that Faso's President, Blaise Compaoré has sent a letter to the Ivorian President Laurent Gbagbo, after the latter dissolved the government and the Independent Electoral Commission (IEC) on 12 February 2010. In the letter, which was brought by Boureima Badini, his Special Representative in Côte d'Ivoire on Monday 15 February 2010, Blaise Compaoré "suggested" to Laurent Gbagbo to "respect the Ouagadougou Political Agreement". And the Facilitator of the inter-Ivorian Dialogue, according to the aforementioned source, asked the Ivorian Head of State, not to abandon the internal agreements of the OPA. Asking that "everything is done to preserve the achievements made in the electoral process" Blaise Compaoré also "asked that the new government which will be formed has a clear timetable to organize elections as soon as possible". On the issue of the 1 033 000 persons which have not been found on the past files, during enrolment, the Facilitator "asks for a quick solution. [...]"

- "The Prime Minister Guillaume Soro said to the press that he held talks with his predecessors to have their sound advice for the resolution of the current crisis. At the end of his consultations, the Prime Minister Guillaume Soro, responding to a question on when he will form his government, said: "The consultations continue, the President of the Republic and I have made a decision on the structure of the government. And the government will be formed very soon. The consultations are aimed at appointing persons as ministers. This is an ongoing work which will end very soon [...]."

- the Youth of the Democratic Party of Côte d'Ivoire (JPDCI) in Tiébissou started since yesterday 16 February 2010 a march to protest against the decision of the Head of State Laurent Gbagbo to dissolve the Independent Electoral Commission (IEC) and the government on last Friday 12 February. Led by its dynamic coordinator, Kouamé Séraphin, the demonstrators, during this march, demanded the resignation of Laurent Gbagbo who, according to them, did not respect the Ouagadougou Political Agreements.

- "The chief of staff of the Army, Mangou Philippe announced yesterday to the members of the former military camp in Bingerville, the abolition of allowances granted to soldiers.
