Human rights: an
American emissary at UNOCI

The Deputy Special Representative of Secretary- General of the United Nations
for Cote d'Ivoire, Arnauld Akodjenou, met on Monday in Abidjan, with the deputy
secretary of state in charge of democracy, human rights and work rights at the
American State Department. "With Mr. Akodjenou, we have talked about the future
role of UNOCI in Ivorian peace process" Mr. Baer said. Talking about the next
legislatives, the American emissary said that he hopes that they will take place
in a peaceful environment and will be inclusive. Mr. Baer also met with the head
of the Human rights division of UNOCI, Guillaume Ngefa. According to the Deputy
Secretary of State, they discussed about the importance of the UN mission
reports on the state of human rights in Cote d'ivoire. Mr. Baer stressed the
fact it was important to improve the state of Human rights in Cote d'Ivoire
through trainings and seminars of the Security Forces.





 




The case of "200
Senegalese soldiers who refuse to go back home unless they are paid": Hamadoun
Touré (UNOCI): "It is the Senegalese government who has to take care of them"

« It is the Senegalese government who has the duty to take care
of them. UNOCI does not deal directly with soldiers. We work with the troop
providing country ». This is what the spokesman of the UN mission, Hamadoun
Touré told us about the 200 Senegalese soldiers who refuse to go back home.
According to the UNOCI forces' spokesmen, Colonel Rais, "The problem was just a
problem of misunderstanding. The officer in charge of the soldiers has already
resolved it. They will leave on 18 October 2011". However last week the
Senegalese military staff we asked for clarification on the way UNOCI gives
bonuses to soldiers. It appears that not only UNOCI "has to take in charge the
peacekeepers during their duty period but the bonus must be paid once the
soldiers are back in their country at the military airport of Yoff". For the
military staff the soldiers claims for bonus were unrealistic and without any
legal basis.

Legislatives: The Independent Electoral Commission (IEC) has received the first
application.

The Independent Electoral Commission has receive on Monday, the first
application according to sources close to the IEC.


The document was given to the president of that institution in
the presence of UNOCI. The first application was from Diomandé Mamadou of the
Panafrican Democratic Rally.

Côte d'Ivoire falling again in violence? We can say yes.
Yesterday after the shooting at Agban, the meeting of the JFPI and the taking
into custody of Seka Anselme another act of terror happened in Bouake. Commander
Cherif Ousmane and his men were ambushed as they were going to Bouake. According
to witnesses the commando who attacked the Cherif's convoy wanted to get Cherif
Ousmane himself. His vehicle was riddled with multitude of bullets by his
attackers who were waiting for him. One of Cherif Ousmane's men was shot in the
head. As for the commander, he is safe and alive.
