Finally, the major doors of world diplomacy are open once again to Côte
d'Ivoire. On 29 July, the Ivorian head of state will go to the United States of
America to meet with President Barack Obama. This is the first time since 2001
that a president of Cote d'Ivoire will meet with his American counterpart. Just
100 days after President Ouattara attained power, the results of his diplomatic
efficiency are visible and palpable. Côte d'Ivoire is poised to resume its
rightful place in the community of Nations. After the ballet of Heads of State
and other distinguished personalities, including French President Nicolas
Sarkozy, who swept in Cote d'Ivoire during Ouattara's inauguration, France, the
first economic partner of Cote d'Ivoire has just made a comeback in the country
with the recent visit of its Prime Minister Francois Fillon. After Fillon left,
the Ivorian head of state received a new invitation from the White House.(...)
During this trip, the head of the Ivorian state and his host will discuss
bilateral cooperation.

are not ready to tolerate Paul Yao N'dré who declared the loser Laurent Gbagbo
as winner, before going back on his decision less than five months later. The
two men returned home after the arrest of Mr. Gbagbo and his companions. The two

hesitations of Youssouf Bakayoko to announce the preliminary results gave the
camp Yao N'dré the opportunity to act as it did. It also recalls that pending
the results, Dr. Alassane Ouattara had even sent a letter to Youssouf Bakayoko
to give the name of the winner. Until the last minute, Mr. Bakayoko could not

The
legislation founding the legal existence of the Dialogue, Truth and
Reconciliation Commission (CDVR) was taken on July 13 and was officially
presented on Thursday, July 21 at a press conference hosted by Franck Kouassi
Sran, the spokesman of Charles Konan Banny. That day Mr. Kouassi commented on
the Ordinance No. 2011-167 of July 13 on the establishment, functions and the
organization of the commission headed by Banny. Despite his explanation the
spokesman of Banny did not respond to some of the preoccupations. As a matter of
fact the text raises questions that need clarification. Certain passages,
particularly those relating to resource management of the commission seem clear,
others are very explicit. According to Article 2 the CDVR will last "two years".
However the text did not say when these two years will start. About the powers
of the commission the Article 5 says that the CDVR's mission is to work towards
the reconciliation and the strengthening of social cohesion among all
communities living in Côte d'Ivoire. As such, it is responsible "to seek the
truth and place the responsibility". However some segments of this article that
clearly talk about the "socio-political events past and present" are inaccurate.
Which kind of event the document is talking about? How far can the CDVR go in
the past? Who has the power to limit the scope of events? Is it Banny? Is it the
members of the CDVR? Why the head of state did not fix the limits of CDVR's
authority?

 - The Ivorian Popular Front was in conclave on Saturday at the
FPI's headquarters, as part of an extraordinary central committee of the party.
The Central Committee has appointed Sylvain Miaka Ouretto to be the acting
president of the FPI. The new interim president will be assisted in his task by
Laurent Akoun previously Assistant Secretary General as secretary general.
Marie-Odette Lorougnon Gnabri, previously national secretary of the organization
Women of the FPI (Offpi), becomes Deputy Secretary General. Alphonse Douaty,
Danon Djédjé Djédji Amondji Pierre, Marthe Amon Ago, Michel Amani N'Guessan were
present at this meeting.
