Certification of
the white list - Did Choi bury the verification process?

Nord Sud -

Y. J. Choi, Chief of the United Nations Operation in Côte
d'Ivoire (UNOCI) is firmly opposed to  the presidential camp which is demanding
that the white list containing 5.300.000 persons enrolled is audited. Choi is
categorical: "If the mobile court, the identification, the electoral
registration, the provisional electoral list were positively assessed during the
whole process, it means that we implicitly certified it". (...) According to him,
the absence of significant contestation about the previous phases of the
identification process means a general certification which was reached by
consensus. (...) For sure, Y. J. Choi's decision will rekindle the debate about
crosschecking the white list. But informal sources reveal that the political
actors are looking for the best formula to review the electoral list.

In the framework of his mission which consists in providing support to
peacekeeping in Côte d'Ivoire for crisis-resolution, UNOCI is carrying out
sensitization activities for a peaceful environment in Akoupé. Through the
theme: "Akoupé population and UNOCI, hand in hand for a peaceful electoral
environment" (...)  When opening the ceremony which took place at the multipurpose
hall of Akoupé on 18 March, the Representative of UNOCI's chief of Mission, Mr.
Rautenbach, invited the participants to preserve the past achievements; namely
the provisional electoral list. The production of the definitive electoral list,
the production and distribution of the voters' cards and the transportation of
the electoral material are the last steps to be passed, said Choi's
representative. (...) Obviously happy that the district of Akoupé was chosen for
the sensitization campaign known as UNOCI -Days, the Prefect Dosso Moussa
expressed his gratitude to the Special Representative of the UN
Secretary-General. Afterwards he paid tribute to UNOCI for its actions for peace
and welcomed Akoupé population's active participation in the UNOCI Days. Adouan
Atsè Paul and N'Guessan Assi Georges, respectively Mayor of Akoupé and
representative of the Chairman of Adzopé General Council, expressed in turn the
population's gratitude to UNOCI and expressed on behalf of the people, their
willingness to go for elections. In this regard, they said that they want
elections to be organized with proper electoral lists. In a short press
briefing, Kenneth O'neil Blackman outlined the three immediate objectives of
UNOCI. These are maintaining peace and stability, safeguarding past achievements
and production of a final electoral list. He, therefore, called on the youth to
not allow the politicians to manipulate them and especially to refuse acts that
can put their future at risk. In addition to the workshops, UNOCI days were
enriched with artistic and sporting activities.
