Chief never departs from his diplomatic speeches. However by certifying the
first round of the presidential election, he gives Côte d'Ivoire the opportunity
to move towards the second round scheduled on 28 November. Of course, Choi
outlines the shortcomings registered on 31 October. He has indeed given his seal
of "approval", which confirms that the process which stemmed from the OPA
successfully got over the different phases towards a fair election.




 




UNOCI sensitizes
population in Korhogo to promote a peaceful electoral environment

The Principal Deputy Special Representative, Abou Moussa, on Monday 15 November
2010 participated in the sensitization days for the preservation of a peaceful
electoral environment, organized by the United Nations Operation in Côte
d'Ivoire (UNOCI) in Korhogo. Speaking on this occasion, Mr. Moussa said that the
holding of the first round of the presidential election was a great victory for
Côte d'Ivoire. With regard to the second round, the Principal Deputy Special
Representative said it was necessary, one week before the opening of the
campaign, for the political actors and the population to realize that the advice
and recommendations by the international community for a peaceful climate were
still valid. To the political parties, groups and rallies, the candidates in the
Ivorian elections, UNOCI's PDSRSG reminded the code of conduct which was signed
on 24 April 2008 in front of the United Nations Secretary-General, Ban Ki-Moon,
in which they promised to respect the result of the election.




 




UNOCI calls on
people in San Pedro to promote peaceful second round

The United Nations Operation in Côte d'Ivoire (UNOCI) on 14 November 2010
participated in the ceremony to honour peace ambassadors, organized by the
Federation for Universal Peace (FPU) in San Pedro, 348 km southwest of Abidjan.
The UN mission seized the opportunity to remind the population that their
contribution was important in order to hold the second round of the presidential
election in a peaceful environment. Baba Diaby of the regional Public
Information Office focused on the behaviour to be adopted before, during and
after the presidential election. He called on the population to work for peace
and social cohesion and cultivate non-violence at anytime and everywhere. (...)




 




Côte

d'Ivoire: President Gbagbo deploys regular
army throughout Ivorian territory

Since securing the 2nd round of the presidential election seemed
problematic, President Laurent Gbagbo, decided on Sunday, on the "deployment of
the National Armed Forces of Côte d'Ivoire throughout the national territory."
Laurent Gbagbo issued a decree on Sunday, November 14, 2010 to mandate the
regular army to secure the second round of presidential elections on Sunday,
November 28, 2010. But even with the deployment of the Republican army, it is
the Integrated Command Centre (ICC), the embryo of the new army, which will
control the "mesh operation" of securing the vote.




President
Gbagbo's decision came after the ICC, which combines the two extra heads of
impartial forces (French Licorne  and UN peacekeepers), acknowledged "some
failures" in the joint plan for securing the presidential election on Sunday
October 31.




The
generals have deplored the lack of troops.




 




2010 Presidential election:
identity and voter cards distributors erect barricades to demand their wages

The distributors
of the national Identity and voter cards expressed their anger by barricading
the main way to the cultural center for several hours to prevent the movement of
vehicles in Korhogo, on Monday, November 15, 2010. Their protest was held at the
same time as the sensitisation day organized by UNOCI for the preservation of a
peaceful electoral environment. The demonstrators chanted "We want our money".
They took advantage of the national day of peace and the presence of local and
international authorities, including the number 2 of UNOCI, Abou Moussa, and the
Special Representative of the Chairman of the Commission of the African Union,
Niyonsaba to be heard. In the Savannah region, more than 1,300 agents
participated in the distribution of national identity cards, from October 14 to
29, for a daily wage of 5,000 FCFA.




 




Ammunitions of rifles of 12
calibre seized in Yamoussoukro

Soldiers of Command Theater of operations (Comther) in Yamoussoukro on Saturday
seized five boxes of munitions of rifle on a truck-trailer carrying sacks of
coal on its way to Abidjan. About 1,000 ammunitions were discovered in the spare
tire from one of two trucks of 30 tons loaded with bags of coal after the search
that took place at Place Jean-Paul II Yamoussoukro, it was noted. During
interrogation carried out by Commander Aké's elements, the driver of the vehicle
with the number plate 1718 ET 04 explained that a parcel whose contents were not
known to him was handed to him at Bouaké station.
