UNOCI sensitizes
Tengréla populations on peaceful electoral environment

As part of its sensitization days with the population known as
UNOCI Tour, the United Nations Operation in Côte d'Ivoire (UNOCI), on Friday 11
June 2010, organized, an information and sensitization session in Tengréla on
the role of the population in the peace process. Some 200 persons of the
locality, situated 800 km north of Abidjan, attended the day which also
presented an opportunity to better inform people on the activities of UNOCI's
sections. "A peaceful electoral environment does not only involve political
parties or religious leaders, but every Ivorian," said the chief of the UN
delegation, Baruti Munda. That was why, he stressed, "we are here to speak about
a peaceful electoral environment so that everyone contributes to its
establishment and consolidation". (...) For his part, the Secretary-General of
Tengréla Prefecture, N'Dri Yao, insisted on the need to hold elections to
definitively resolve the crisis, "We need to go to elections and UNOCI has come
to tell us that everyone should do everything for the smooth holding of
elections in Tengréla," he insisted. (...)




 





Korhogo/Cantonment – Fofié appointed as GI 4 Commander

Commander Fofié Kouakou Martin is the head of the fourth Instruction Group (GI).
Yesterday the Ivorian flag was handed over to him at independence square, by the
Chief of Staff of the Armed Forces of the Forces Nouvelles, General Soumaïla
Bakayoko, in the presence of the regional Prefect, Auguste Tahan and Dosso
Mamadou who was representing the Secretary-General of the Forces Nouvelles. At
10.41 am, the military master of ceremony announced: "We are going to attend the
hand over of the flag to the Commander of the 4th Instruction Group".
Everyone held their breath. Who will be the Commander of the Instruction Group
of Korhogo? That was the question that kept running through the heads of the
elements of the Forces Nouvelles, eager to know the name of the new chief. Their
concerns were dealt with within a few minutes. The famous bearded man stood up
and walked to the podium. He was joined by General Soumaïla Bakayoko. The Chief
of Staff of the FAFN handed over the Côte d'Ivoire flag to him, appointing him
Commander of the fourth Instruction Group. "Commander Fofié, on behalf of the
Secretary-General of the Forces Nouvelles and by virtue of powers I have been
entrusted with, I give you the Ivorian flag as a symbol of commandment for as
long as your command lasts," said Soumaïla Bakayoko. To the soldiers, he said:
"Now, recognize Chief of battalion Fofié Kouakou as your chief. You owe him
obedience and respect for the success of Ivorian army." (...)

The Chief of Staff of the FAFN, General Soumaïla Bakayoko, insisted on the need
to have a budget for the functioning of the fourth Instruction Group (GI) of
Korhogo. Speaking during the press conference he held in the presence of the
Minister of Industry, Dosso Moussa, he said: "we would like the budget to be
available so that the group works". And he added, there will be no more soldiers
at the corridors and the custom office will be able to redeploy, among other
things. General Bakayoko said that the mission of the four groups is to teach
and train the elements grouped and he added that the functioning of the GI in
the other regions: Man (1), Séguéla (2) and Bouaké (3) will depend on the
results of Korhogo. The fourth GI which will be effective from today will be
composed of 1200 elements. Fofié Kouakou will directly depend on the CEMA.
According to Soumaïla Bakayoko, there is no longer a Comzone in Korhogo and
there will no longer be comzones once the cantonment is done.

A solemn ceremony is scheduled for 15 June (editor's note, today) in Korhogo. Do
you believe in the cantonment?

(...) I do not believe in the cantonment. Sincerely, if they are in cantonment
sites in our regions, when they are angry, they are going to take up arms.

Cantonment is not the solution. It is a provisional solution.

And we demand for the rebels' definitive departure from our regions to give way
to the national army.

What will you do in the event of resistance from the ex-rebels?

Kouassi:

For us, all their problems have been resolved. (...) They have to leave the same
way they came. We gave them peace. And if they continue the resistance, we fear
that a crisis will break out and change to turn into a civil crisis. And we do
not want that in Côte d'Ivoire. Baoulé, Gouro, Yacouba will not indefinitely
accept that their regions are under the rebels' control.

In the future this will result in serious problems of cohabitation. (...)
