ONUCI calls for
the finalization of the electoral list

The United Nations Operation in Côte d'Ivoire (UNOCI) on Thursday
in Abidjan called for the definitive voters list to be completed, stating that
the electoral process was entering a crucial week. Speaking at UNOCI's weekly
press conference, the mission's spokesperson, Hamadoun Touré, said the list was
a key-phase for the holding of presidential election. According to the
spokesperson, the mission will closely follow the setting up of polling stations
and offices as well as the computerization of data validated or rejected during
the appeals process regarding the provisional voters' list. UNOCI, he added,
will pay particular attention to the establishment of premises and polling
offices for which it provided assistance through the Independent Electoral
Commission (IEC) by mapping their location.




 




With regard to
the electoral process, UNOCI congratulates Japan and China for their
contribution to the organization of the elections, Mr. Touré announced. He
explained that "their gesture, which is added to those of other bilateral and
international donors, confirms the international community's commitment to
support Ivorians' efforts with a view to accelerating the resolution of the
crisis". On the issue of the media's involvement in the crisis-resolution in
general and the electoral process in particular, Mr. Touré welcomed the
publication on Wednesday of a guidebook on media coverage for elections in Côte
d'Ivoire. "UNOCI considers that it is important to respect this tool and the
ethical and deontological values it contains", the spokesperson stressed while
reminding them of the UN mission's contribution in the conception of the
guidebook.




 




In the same
vein, he reiterated UNOCI's commitment to continue its multifaceted efforts
initiated since more than 5 years ago for the Ivorian media as well as
regulatory and self- regulatory bodies. He added that this was aimed at helping
professionals of information to cope with their historical responsibilities.
Responding to journalists' concerns on the continuation of audiovisual media
programmes in the Centre, North, and West (CNO) zones, Mr. Touré recalled that
only the National Council of Audiovisual Communication (CNCA) was qualified to
regulate the installation, broadcasting and maybe closing of audiovisual media
throughout the country.

The United Nations Police (UNPOL) and the Division of Human
Rights of the United Nations Operation in Côte d'Ivoire (UNOCI) held Thursday,
September 2, 2010, a training workshop for   officers of the Integrated Command
Centre (ICC) in Odienné ,about 700 km  northwest of Abidjan.




 




According to
Stephen Allou of the Human Rights Office, the workshop was aimed at
strengthening the capacity of the mixed brigades of the gendarmerie and police
of the Denguélé region in techniques of maintaining order during the elections
"The workshop reminded the agents of security and law enforcement, their
missions during the electoral period. This will help them better promote
individual and collective freedoms of the population of the region, "said Mr.
Allou.




For Officer
Souleymane Oussou of the United Nations police, this training has helped
security officers have more acute awareness of their role before, during and
after the elections." They have learned to better understand the rules of police
ethics, the protection and security of the elections, the role of the police and
gendarmerie in the electoral process, and violence against women and girls"
officer Oussou said. The workshop focused on general principles, the
classification and mechanisms of human rights on one hand, and, on the other,
the use of force and firearms by security forces in maintaining order during
elections.

President Gbagbo
confirms the holding of the presidential election on October 31

03 (AIP) - The Head of state Laurent Gbagbo has confirmed that the presidential
election in Côte d'Ivoire will be held on  october 31. He, therefore, called on
voters to mobilize and refuse to be carried away by rumors of a possible
postponement of the elections. "We have taken all precautions to break all
barriers. We are on the right track because we got rid of those who were leading
us in the wrong direction" Laurent Gbagbo said on Thursday in Azaguié and Grand
Morié where he  started his state visit in   Agboville division, 80 km  north of
Abidjan. Mr. Gbagbo told people not to have a single doubt about the date of the
presidential election that will allow the winner to undertake the development of
Côte d'Ivoire. "We must end the ambiguity, we must go to the polls to reaffirm
our Constitution and confirm the legitimacy of the one who is elected,"
President Gbagbo said. He invited the population to vote on October 31 "without
quarrel" and "without provocation" to end the crisis and start the healing of
Côte d'Ivoire.

Agnéby region / Laurent Gbagbo in Grand Morié said: "People will be surprised by
the election on October 31"

The
head of state is visiting the Agnéby region since yesterday; first step of this
visit to the country of the Abbey people: Azaguié and Grand-Morié. Speaking to
people in these two localities, Laurent Gbagbo raised the matter of the election
process. He said the presidential election will indeed take place on October 31
as planned. "All arrangements are made so that on October 31, the presidential
election in Côte d'Ivoire would be held," he promised. He gave assurances that
the elections will be fair and transparent. "We want the defeated to be properly
defeated," he said. Before throwing spears at his political opponents who, he
said, do not want these elections. "Do not say like some people who behave like
bats at night. They will be surprised and say "oh we did not know." No! You
know. You know because they released the date for the elections and also because
I told you.
