Côte d'Ivoire: Security
Council extends UNOCI's mandate

The Security Council, on
Wednesday, adopted a resolution that extends the mandate of the United Nations
Operation in Côte d'Ivoire (UNOCI) until 31 December 2010, while the electoral
process in the country is still at an impasse. By resolution 1933, the Security
Council decided that UNOCI will be composed of "a maximum number of 7,392
authorized military staff, maintaining the mission's total present force at
8,650 staff members, including 7,200 soldiers and officers, 192 military
observers and a maximum number of 1250 policemen and 8 customs officers". The
Member States said they "will consider for a limited period before and after
elections, a total increase of a maximum of 500 military elements". (...) The
Council reiterated that "it was determined to fully support a credible electoral
process", and said "the production of a definitive electoral list certified by
the Special Representative of the Secretary-General had a significant importance
for the holding of open, free, fair and transparent elections as well as for the
completion of the disarmament and reunification processes" (...) The new mandate
of UNOCI also provides for the consolidation of the country's stability,
civilians' protection, monitoring of the observance of embargo on arms,
assistance in human rights, support to humanitarian operations, contribution to
electoral process and population's identification as well as disarmament,
demobilization, arms storage and reintegration of ex-combatants of both parties
and militias.

The Facilitator's threats of
withdrawal – The United Nations says no to Blaise Compaoré

The Special Representative of the UN Secretary-General for Côte d'Ivoire, Young
Jin Choi, yesterday was in the Faso's capital to try to convince the Facilitator
of the Ivorian crisis to give up his threat to withdraw. The United Nations had
taken the Facilitator, President Blaise Compaoré's threat issued early June to
withdraw from the Ivorian crisis-resolution process after 2010 seriously.
Yesterday the Special Representative of Ban Ki Moon in Côte d'Ivoire, Young Jin
Choi, went to Faso's capital to discuss the issue with the mediator. The
conclusion of the meeting is that the world organization does not agree on the
withdrawal of the Ouagadougou Political agreement's guarantor. "The
Secretary-General has instructed me to tell the Facilitator that he really
appreciates the role he plays for peace and stability in Côte d'Ivoire", UNOCI's
chief said. UN's number one, he added, convinced that there is not replacement
to the OPA for the time being, still relies on President Compaoré's mediation
which is, according to him, essential to the Ivorian crisis-resolution. "We want
him to continue his facilitation on Côte d'Ivoire", Young Jin Choi insisted and
he said the definitive electoral list must be produced as soon as possible in
order to hold elections in a reasonable period. (...)

Today an important meeting
took place on the frank discussions we had with the head of state's visits to
Chairman

Bédié and Chairman Alassane Dramane Ouattara. Today we met again
and as you can imagine it was to discuss preparations for the presidential
election. Several issues were discussed during the meeting but before saying
anything, I would like to just stress that all the leaders, namely the head of
state, former chairman Bédié, chairman Alassane Dramane Ouattara, realize the
urgency in organizing the presidential elections. And in order to do this we
have decided to work peacefully together so that the election can be held. The
meeting also asked the Prime Minister to ensure the success of the verification
operation on the electoral list, which has already started. The meeting also
asked the Chairman of the Independent Electoral Commission to start the
production of a definitive electoral list without delay. In view of the good
atmosphere in which the meeting was held, we have decided to meet again in a few
weeks to decide on a date for the presidential election in accordance with
proposals from the chairman of the electoral commission.




 




The White List -
765.000 persons rejected by computer verification

Could web e provoking a new
row with regard to the electoral list? Nothing could be less sure. If we believe
what we were told in confidence about someone close to verification operation of
the white list, which was launched on 21 June, a terrible fight is on the
horizon.  According to calculations made by a specialist on electoral issues,
close to the presidential camp, a little less that 1.7 million potential voters
registered on the white list will be in an uncertain situation. On the basis of
his projections, it is estimated that only 45%, that is 765,000 potential voters
on the white list could be rejected during the first phase of the verification
operation - that is the verification by computer, which is going on at the
moment. (...) And there is nothing to indicate whether those who have been
rejected will be back on the list during the manual verification. (...) Officials
at the National Commission for Identification (CNSI) want to be cautious. "In
actual fact the CNSI does not have any information on this sort of data. Our
technicians are in the process of carrying out computer verification. We are
waiting for the results of their work before talking about numbers, » said Mr.
Ettien, secretary- general of the CNSI.
