International
observers satisfied with the organisation of Ivorian presidential election

The presidential election was well organised and generally
satisfactory, according to international observers who held a meeting at the
headquarters of the United Nations Operation in Côte d'Ivoire (UNOCI), on Sunday
to assess the polling day. As the Special Representative of the UN
Secretary-General for Côte d'Ivoire had indicated earlier, the day was marked by
order, calm and patience in the polling stations. One after the other, the
international observers made a partial evaluation of the situation, which was
marked by a high turnout despite a few hiccups due to logistical reasons.
Observers from the African Union (AU), the International Organisation of
Francophonie (OIF), the Carter Centre, the West African Economic and Monetary
Union, the African, Caribbean and Pacific Groups of countries, the United States
and Japan congratulated Ivorians and encouraged them to maintain the same
attitude during the follow-up to the electoral process, particularly when the
results are announced.

UNOCI deploys
troops to contribute to the security of the election

The UN Operation in Côte d'Ivoire (UNOCI) deployed 4000 soldiers,
police officers and civilians in order to contribute to the security of the
Ivorian presidential election, held on Sunday. More than 3,900 members of
UNOCI's military force conducted 468 patrols throughout the country, especially
around polling stations. Similar patrols were carried out by UN Police (UNPOL).
These deployments fall within the framework of the role assigned to UNOCI with a
view to supporting the Ivorian forces which have the primary responsibility for
the security of the election. The UN mission also deployed teams of civilian
staff to various locations throughout the country to monitor the conduct of the
election. In this regard, a team of senior UNOCI officials led by the head of
the UN mission, Y.J. Choi, accompanied by ambassadors accredited to Cote
d'Ivoire and observers from international organizations, visited several polling
stations. The UNOCI teams noted the massive participation of Ivorian voters as
well as the presence of national and international observers, both in Abidjan
and in the interior of the country. An atmosphere of calm prevailed throughout
the country.

Provisional
election results on Wednesday, 3 November 2010, at the latest.

The Chairman of the Independent
Electoral Commission, Youssouf Bakayoko, made a commitment on Friday, in
Abidjan, to make public the provisional electoral results with total
transparency, at the latest on Wednesday, 3 November 2010. The provisional
electoral results will be known on Wednesday, 3 November 2010, at the latest. At
the end of the electoral campaign which started on Friday, 15 October 2010 at 00
hours, Youssouf Bakayoko, Chairman of the Independent Electoral Commission said
clearly. Giving an assessment of the electoral campaign, the IEC Chairman said
except for a few incidents which were minor and marginal, each of the candidates
were able to explain their plans for the country to the Ivorian population.




"The Independent Electoral Commission
(IEC) would like to express its profound gratitude to all the candidates for the
spirit of discipline, conviviality and even fraternity which dominated the
electoral campaign," he said. Meanwhile, faced with the new challenge for all
Ivorians, that is the election on Sunday, 31 October, the Chairman of the IEC
would like to urge them not to miss this final leg of our journey, which started
with the signing of the Ouagadougou Political Agreement on the 4 March 2007, to
end the crisis in our dear country.

The election is going well so far, what are your feelings with regard to your
role as FN spokesperson, especially as you have just voted?  


Affoussy Bamba: It
has to be said that it wasn't easy. We have been through an ordeal. Today, we
can say the great day has arrived when everyone can go and vote for the
candidate of their choice among the 14 contenders. For us it is a wonderful
thing because it shows the world that the FN has succeeded in their mission,
which is to hold elections in Côte d'Ivoire. Now, evidently, we hope that the
elections will be held in a calm environment. (...) It is also means that Côte
d'Ivoire can breathe again. This is because of the way these elections were
regarded by the world, everyone imagined the worse for the country.  In any case
I think we have come out of the shadow. Today you can see that the sun is
shining on Côte d'Ivoire. People have gone to vote and there is no problem.
