Speaking about the problem of land ownership, he called on them to consult the administrative and traditional authorities on matters related to rural land. "{They will direct you on how to go about the matter}," he said.

The Human Rights representative stressed the need to respect the rights to health, security and other rights. "{When a human rights problem arises, inform the village Chief who would link up with the local administrative authorities who work in close collaboration with UNOCI}," he said. Regarding the issue of rape, he cautioned the population against out-of court settlement which he said encouraged impunity. "{Rape victims suffer from psychological trauma that is difficult to cure}," he pointed out.
